13.23 The objectives of the Workshop were –<br />

●<br />

to enable the participants to understand the basic concept of gender;<br />

●<br />

to enable them to understand the meaning, dimension, intent and impact of sexual<br />

harassment of women at the work place;<br />

●<br />

to familiarise them to the Supreme Court guidelines on prevention of sexual harassment<br />

of women at the work place, constitution of a complaint mechanism and its operation; and<br />

●<br />

the need and importance of a policy for prevention and redressal of sexual harassment at<br />

the work place.<br />

13.24 The Chairpersons/Members of the Complaints Committees from various Ministries/<br />

Departments participated in the Workshop.<br />

13.25 Awareness of, and sensitization to, the issue of trafficking, particularly its adverse impact<br />

on the rights of women and children, is an important element on prevention. In order to inform<br />

and educate the general public, particularly the vulnerable groups, on the problem of trafficking,<br />

the <strong>Commission</strong> in association with the Joint Women’s Programme, a Delhi-based NGO brought<br />

out two posters in Hindi on the theme of prevention of trafficking and disseminated the same all<br />

over the country.<br />

E] Para Military and Armed Forces<br />

13.26 The para-military and armed forces are often called upon to maintain peace and law<br />

and order in areas affected by terrorism or insurgency. Pursuant to the commission’s efforts,<br />

the subject of human rights is now included in all of their training courses at all levels.<br />

13.27 To encourage interaction and experience-sharing between personnel of para-military<br />

forces and the <strong>Commission</strong>, holding of an annual debate competition, both in Hindi and English,<br />

was started in 1998. With every passing year this debate competition has been attracting<br />

growing and enthusiastic participation of the personnel of para-military forces, competing in<br />

both languages.<br />

13.28 <strong>Human</strong> rights education is also included in training courses for Para Military and Armed<br />

Forces so as to create better awareness among officers and staff on human rights.<br />

13.29 The <strong>National</strong> Institute of <strong>Human</strong> <strong>Rights</strong> (NIHR) which was set up in the <strong>National</strong> Law<br />
