promotion and protection of the rights of disabled. For grounding firmly the human rights<br />

perspective on disability, the project worked towards effecting change in the programmes of<br />

legal and human rights studies. It has also prepared a small cadre of master trainers capable of<br />

serving formal and non-formal programmes of human rights education and awareness. To<br />

facilitate effective delivery of disability and human rights component in the study programmes,<br />

an impressive body of resource materials and references have been compiled and widely shared.<br />

These materials present:<br />

a) An in-depth analysis of legal frameworks and their relevance in the disability context.<br />

b) Examples of jurisprudence- disability specific or those which are helpful in clarifying the<br />

content of rights, obligations of the State and the broad human rights principles.<br />

c) Critical information and data on endemic areas.<br />

12.41 Under this project, Trainers programme at NLSIU, Bangalore (July 2004), <strong>National</strong><br />

Workshop at NALSAR, Hyderabad (October 2004) and 5 Outreach programmes were organized<br />

during July 2004-March 2005.<br />

12.42 In concrete two manuals, 17 research papers make up the resource kit, which also<br />

includes a curriculum design for a course in <strong>Human</strong> <strong>Rights</strong> Disability and Law and a<br />

Bibliography.<br />

N] Estimating Precise Costs and Providing Level Playing Field<br />

to Persons with Disabilities (PWDs) both as Consumers<br />

(Users of Social Services) and as Producers (Contributors to<br />

Economy) – a case study by the <strong>National</strong> Association for the<br />

Blind<br />

12.43 The <strong>Commission</strong> approved a proposal of the <strong>National</strong> Association for the Blind for<br />

promoting the concerns of People with Disabilities (PWDs) in general, and the visually impaired,<br />

in particular. The objectives of the study are as follows:<br />

To enlist the additional cost of living and for additional inputs needed for PWDs.<br />

●<br />

To quantify the additional costs, across different regions, of the country and for different<br />

types/degree of disability.<br />

●<br />

To disseminate information among International bodies, Central Government organizations,<br />

State Governments, NGOs on the additional costs for living by PWDs and additional<br />

inputs needed.<br />
