L] Programmatic Intervention in Mental Hospitals in India:<br />

Efforts Towards <strong>Human</strong>izing Institutions and<br />

Community-based Rehabilitation<br />

12.36 In order to rehabilitate cured mentally ill patients languishing in the mental hospitals<br />

located in Agra, Gwalior and Ranchi, the <strong>Commission</strong> in collaboration with the Action Aid<br />

India decided to make a programmatic intervention by way of building-up and strengthening the<br />

organisational cadre employed in these mental hospitals by imparting to them the necessary<br />

knowledge and skills required for dealing with mentally ill patients. The project was sanctioned<br />

in February 2004 and is for the duration of 2 years. For this project the <strong>Commission</strong> has sanctioned<br />

financial assistance of Rs.5,40,250/-.<br />

12.37 So far, 11 sensitization workshops have been organized for the nurses, attendants and<br />

other hospital staff of the three mental hospitals mentioned above. The main objective of these<br />

workshops was to bring about an attitudinal change among the hospital staff towards mentally ill<br />

patients. In all, a total of 300 staff members have been trained through these sensitization<br />

workshops.<br />

M] CHRC-NHRC-IGNOU Linkage Project on Disability<br />

12.38 The <strong>Commission</strong> is deeply concerned about the rights of the persons with disability. In<br />

order to build capacity for better protection of rights of persons with disability, the <strong>Commission</strong><br />

launched a project in partnership with the Canadian <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong> (CHRC) and<br />

the Indira Gandhi <strong>National</strong> Open University (IGNOU) in 2003. Initially NHRC-CHRC linkage<br />

project was conceived on commission-to-commission basis. It was later changed to a tripartite<br />

project with Indira Gandhi <strong>National</strong> Open University (IGNOU) as the 3 rd partner for financial<br />

management. The MOU between the parties was signed on 26-08-2003 at New Delhi and was<br />

counter signed by CHRC on 19-09-2003.<br />

12.39 In accordance with the revised Project Implementation Plan (PIP), out of the original<br />

five elements the focus concentrated on the following :<br />

1. Raise Awareness of <strong>Human</strong> <strong>Rights</strong> of Persons with Disabilities.<br />

2. Improve the Technical Capabilities of INHRC and CHRC.<br />

3. Strengthen Project Management Capabilities of INHRC and CHRC.<br />

12.40 For raising awareness of human rights of persons with disabilities, strategic interventions<br />

were planned. The thrust remained on improving the capacity of academic and advocacy<br />

organizations for better application of domestic and international human rights law in the<br />
