General<br />

19.1 The <strong>Annual</strong> <strong>Report</strong>s of the <strong>Commission</strong> are essential sources of information<br />

on the human rights situation in the country. The <strong>Commission</strong>, therefore,<br />

expresses its deep concern over the delay in placing the <strong>Annual</strong> <strong>Report</strong>s before<br />

the Parliament. The delay in placing the <strong>Report</strong> not only results in not getting a<br />

feedback about the action taken by the Government, but also delays in timely<br />

and comprehensive information on the work and concerns of the <strong>Commission</strong><br />

to the Parliament and an opportunity to discuss its contents at the earliest and in<br />

most appropriate time. The <strong>Commission</strong> urges the Central government to<br />

expeditiously place the <strong>Annual</strong> report before Parliament, along with the<br />

Memorandum of action taken by the Government.<br />

Right to Life and Civil Liberties<br />

19.2 The <strong>Commission</strong> is of the firm view that though nothing justifies terrorism,<br />

far too many people live in conditions where it can breed. It is common<br />

knowledge that systemic human rights violations for long periods of time are<br />

often the root cause of conflicts and terrorism. It cannot be denied that<br />

disillusionment with a society where there is exploitation and massive inequalities<br />

and whose systems fail to provide any hope for justice are fertile breeding grounds<br />

for terrorism, which more often than not thrives in environments where human<br />

rights and more particularly Economic, Social and Cultural <strong>Rights</strong> are denied<br />

by the State and Political rights are violated with impunity both by the State and<br />

non-State actors. Any worthwhile strategy to resolve conflicts and terrorism<br />
