State <strong>Human</strong> <strong>Rights</strong><br />

<strong>Commission</strong>s<br />

16.1 State <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong>s have been set up in 15 1 States viz., the<br />

States of Andhra Pradesh, Assam, Chhattisgarh, Himachal Pradesh, Jammu &<br />

Kashmir, Kerala, Madhya Pradesh, Maharashtra, Manipur, Orissa, Punjab,<br />

Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal. The <strong>Commission</strong> would<br />

like to reiterate its view that the ‘better protection of human rights’ can be ensured<br />

if all the States set up <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong>. The <strong>Commission</strong> also<br />

emphasizes that the State <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong> which have already<br />

been set up or are proposed to be set up should be in compliance with the<br />

‘Paris Principles’.<br />

16.2 The <strong>Commission</strong>, on its part, has endeavoured to assist and guide the State<br />

<strong>Commission</strong>s in whatever manner possible, whenever requests for such assistance<br />

or guidance has been sought. The strengthening of the State <strong>Commission</strong>s, is an<br />

important agenda in the <strong>Commission</strong>’s activities. With this in view, the <strong>Commission</strong><br />

has taken the initiative to have annual interactions with all the State <strong>Human</strong> <strong>Rights</strong><br />

<strong>Commission</strong>s, where mutual discussions take place.<br />

16.3 The first such annual meeting was held on the 30-01-2004, where the agenda<br />

included coordination and sharing of information between the SHRCs and the<br />

<strong>Commission</strong>; training, awareness building and substantive human rights issues.<br />

Taking forward the initiative, the second meeting was convened on the 13-05-<br />

2005. Apart from the various issues of concern discussed in the meeting, the meeting<br />

concluded with the adoption of the following Resolution:-<br />

At the time of writing the report, one more State, Karnataka, has also constituted State <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong>.<br />
