b. Equipment and infrastructure backup should be available in dispensaries and PHCs<br />

including laboratory support and emergency backup services.<br />

c. Vacant posts of personnel should be filled up, their allocation rationalized and regular<br />

attendance and performance ensured.<br />

d. The Maternal & Child Welfare Centres and Family Welfare Centres should provide<br />

full range of primary gynaecologic and paediatric services.<br />

e. The sub-centre network should be expanded in rural areas that should be linked to the<br />

respective PHCs.<br />

f. Public health programmes and personnel need to be reorganized/restructured and<br />

these institutions need to integrate with the local curative institutions.<br />

g. Involvement of local communities (through Local Health Committees, for example) in<br />

local level planning and implementation of services; the departments of health, water,<br />

sanitation and social welfare should be involved and accountable to these local<br />

committees.<br />

3. Secondary Level Hospitals:<br />

a. 100 bedded hospitals and 30/40 bedded colony hospitals should have full range of<br />

secondary level services operational from its inception; hospitals like Sanjay Gandhi<br />

Hospital, Mangolpuri took more than 10 years to develop all services – the present<br />

new hospitals are in a similar state.<br />

b. The secondary level institutions should be linked with the local primary level<br />

institutions with a proper referral mechanism.<br />

c. Secondary level speciality services and requisite equipment and supplies should be<br />

available.<br />

d. Rational prescribing practices should be implemented.<br />

e. Special emphasis needs to be given on environmental and occupational health problems<br />

4. Tertiary Level Hospitals (all agencies):<br />

a. The above measures will decrease unnecessary overload at this level.<br />

b. Adequate supply of drugs and supplies, based on rational drug formularies, should be<br />

available.<br />
