of Women including Trafficking has been finalized and forwarded to the Department of<br />
Women and Child Development for printing. The <strong>Commission</strong> is hopeful that the<br />
Department of Women and Child Development would expedite the printing of the<br />
Judicial Handbook so that it is widely disseminated to the concerned Judicial Officers for<br />
their usage and the victims of trafficking are saved from the clutches of traffickers.<br />

Trafficking of Women and Children: Effective Rescue and Post-Rescue<br />
Strategy<br />
19.35 While dealing with the problem of trafficking in women and children, the process of<br />
rescue and post-rescue are two major challenges faced by the personnel of law enforcement<br />
and welfare agencies. Keeping this in view, the <strong>Commission</strong> had organized a two-day<br />
<strong>National</strong> Workshop to Review the Implementation of Laws and Policies Related to<br />
Trafficking: Towards an Effective Rescue and Post-Rescue Strategy in February 2004 at<br />
Mumbai. The recommendations that emanated from this workshop were accepted in principle<br />
by the <strong>Commission</strong> and the same were then forwarded to the Union Department of Women<br />
and Child Development (Ministry of <strong>Human</strong> Resource Development), Directors General of<br />
Police of all the States and concerned Secretaries of the Department of Women and Child<br />
Development/Social Welfare of all States/Union Territories for effective implementation.<br />
They were also requested to send their Action Taken <strong>Report</strong>s. The <strong>Commission</strong> would<br />
emphasize the need for implementation of the recommendations of the <strong>National</strong> Workshop<br />
organized by it with all concerned and trusts, and that they would respond to it in a positive<br />
manner. This would to a large extent facilitate in mitigating the scourge of trafficking.<br />

Role of <strong>National</strong> <strong>Human</strong> <strong>Rights</strong> Institutions in the Prevention of Trafficking in<br />
Women and Children<br />
19.36 It was reported in the preceding annual report that the Advisory Council of Jurists of<br />
the Asia Pacific Forum of <strong>National</strong> <strong>Human</strong> <strong>Rights</strong> Institutions which met in New Delhi in the<br />
year 2002 had deliberated on the issue of trafficking at its Seventh <strong>Annual</strong> Meeting. The<br />
Council later forwarded its Final <strong>Report</strong> on the issue of trafficking to the <strong>Commission</strong>. In this<br />
report, it made a number of recommendations for preventing and combating trafficking that<br />
was adopted by the <strong>Commission</strong>. The <strong>Commission</strong> then forwarded these recommendations to<br />
the Department of Women and Child Development and the Ministry of Home Affairs for<br />
appropriate action with the request that action taken on the recommendations be reported to<br />
the <strong>Commission</strong>. At the time of writing this report, the <strong>Commission</strong> had not received any<br />
response from the Ministry of Home Affairs. However, the Department of Women and Child<br />
Development informed the <strong>Commission</strong> about the initiatives taken by them to combat trafficking<br />
in women and children. On examination, it was pointed out by the <strong>Commission</strong> to the<br />
<strong>National</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong> <strong>Annual</strong> <strong>Report</strong> - 2004-2005<br />
