Recommendations of North East Regional Public<br />

Hearing on Right to Health Care,<br />

Guwahati, 28 th Nov 2004<br />

Budgetary Measures:<br />

1. The State Health Budget or Health Budget on Health Care to be doubled with immediate<br />

effect.<br />

2. The drug budget for PHC and CHC in the state should be doubled.<br />

3. In the pre-monsoon season, extra stocks and inventory of all essential medicines to be<br />

made available in government hospitals in rural areas to deal with possible disruption<br />

in supply.<br />

4. Contingency plan to deal with healthcare arising during and post flood situation in the<br />

state with special staff assigned for such work.<br />

Legal Measures:<br />

1. Enactment of a State Public Health Act in each state, which would outline the mandatory<br />

health care services which might be made available to the people as a right at various levels<br />

of the public health system. This act would specify which services and standards of care<br />

must be made available at the community, sub centre, PHC, CHC, Sub-district and<br />

District hospital levels, as well as the preventive and promotive measures that the<br />

government would undertake.<br />

2. Enactment of a Clinical Establishment Regulation Act in each state to ensure minimum<br />

standards, adherence to standard treatment guidelines and ceilings for costs of essential<br />

medical services in the private sector.<br />

3. Private practice presently allowed to Government health care providers should be legally<br />

banned, and those doing it should be promptly punished.<br />

4. Policy for primary health care in the state should be adopted and implemented.<br />

5. Standard Treatment Protocol for treating of all common ailments should be prepared and<br />

enforced.<br />

6. The clear and distinct regulatory act for private nursing homes should be made.<br />
