18.1 The total sanctioned strength of the <strong>Commission</strong> remained at the level of<br />

341 posts. As of 31-03-2005, 326 officers and staff were in position. Under Section<br />

32 of the Protection of <strong>Human</strong> <strong>Rights</strong> Act, 1993, the <strong>Commission</strong> is granted<br />

financial assistance by way of grants-in-aid after due appropriation made in this<br />

behalf by the Parliament. During 2004-2005 the <strong>Commission</strong> received Rs.1070<br />

lakhs under Non-plan funding and Rs.188 lakhs under Plan funding as grants-inaid.<br />

The actual expenditure during the year under Non-plan was Rs.1063.51 lakhs<br />

and Rs.188 lakhs under Plan funding.<br />

A] Special Rapporteurs<br />

18.2 The <strong>Commission</strong> has a scheme for engaging of eminent persons as Special<br />

Rapporteurs to function as representatives of NHRC for the concerned State in<br />

the area of civil and political rights, on human rights violations and to provide<br />

guidance to citizens regarding the provisions of the Protection of <strong>Human</strong> <strong>Rights</strong><br />

Act, 1993 for seeking redressal from the <strong>Commission</strong>. The Special Rapporteurs<br />

are drawn from among eminent persons who have had meritorious record of service<br />

and have retired from senior positions, both in the Indian Administrative Service<br />

and in the Indian Police Service with a commitment for human rights concerns.<br />

18.3 During the year 2004-05, Shri Chaman Lal continued to serve as Special<br />

Rapporteur for issues such as Custodial Justice, Prison Reforms, Bonded Labour,<br />

Child Labour, monitoring of the functioning of the Agra Protective Home and the<br />

three Mental hospitals in Agra, Gwalior and Ranchi and monitoring cyclone<br />

reconstruction work in Orissa.<br />
