Number and Nature<br />

4.1 During the year under review, the <strong>Commission</strong> had a total number of<br />

1,35,209 cases to consider which included cases brought forward from previous<br />

years as well as fresh institution during the current year. During the period from<br />

1 April 2004 to 31 March 2005, the <strong>Commission</strong> disposed of 85,661 cases<br />

(Annexure 2). The State-wise and Category-wise details of cases are shown in<br />

Annexures 3 (a) to (c).<br />

4.2 At the end of the reporting period i.e. as on 31 March 2005, the total number of<br />

cases pending with the <strong>Commission</strong> was 49,548, which included 2,288 cases awaiting<br />

preliminary consideration and 47,260 cases in respect of which reports were either<br />

awaited from the authorities concerned or the reports had been received and were<br />

pending further consideration within the <strong>Commission</strong> itself (Annexure 4(a)).<br />

At the begining of the year i.e. 1 April 2004, 60,808 cases were pending before<br />

the <strong>Commission</strong> (Annexure 4 (b))<br />

4.3 The total number of cases registered in the <strong>Commission</strong> during 2004-2005<br />

was 74,401, while the corresponding figure for the year 2003-2004 was 72,990.<br />

Of the cases that were registered during the year under review, 72,775 cases were<br />

complaints of alleged human rights violations besides 1500 cases related to<br />

intimations of custodial deaths, 4 cases of custodial rapes and 122 related to police<br />

encounters. In accordance with the guidelines issued by the <strong>Commission</strong>, every<br />

death in police and judicial custody is to be reported to the <strong>Commission</strong> for its<br />
