Although prosecution has started receiving some attention after the last review by the<br />
<strong>Commission</strong> in 2002-03, the disposal of cases is slow and conviction rate is low.<br />
8.38 <strong>National</strong> Child Labour Project is operating in six Districts of Rajasthan namely, Jaipur,<br />
Udaipur, Jodhpur, Tonk, Ajmer & Alwar. A total of 180 schools with capacity of 50 students<br />
each are being run by 90 NGOs. The Special Rapporteur visited six NCLP schools in District<br />
Alwar. The siting of schools and selection of beneficiaries were found to be as per the norms and<br />
guidelines issued by the Union Ministry of Labour. Distinct improvement was noticed in the<br />
running of the Supplementary Nutrition Programme. Vocational training has also started receiving<br />
more attention since the last visit of NHRC to the schools in District Ajmer in April 2002.<br />
However, the heath care component has still not received adequate attention.<br />
Uttar Pradesh<br />
8.39 The review carried out by the Special Rapporteur at Kanpur on 5-6 November 2004<br />
covers the period from 1-4-03 to 30-9-2004. There has been no identification of child labour<br />
in hazardous category during the period of review. Only 4 children were detected and<br />
withdrawn from non-hazardous occupations/processes. Enforcement of the provisions of the<br />
Child Labour (Prohibition and Regulation) Act, 1986 seems to have been suspended in UP<br />
following a Government directive dated 29-08-2003 declaring the end of the ‘Inspector Raj’<br />
in the State. This had the effect of stopping the statutory inspections/surveys of hazardous<br />
factories and establishments which was being effectively done by the Labour Department<br />
since 1998-99 with the results shown below:<br />
