G] Study on the Complaints made by Women at Police<br />

Stations at Bangalore<br />

12.25 The <strong>Commission</strong> approved a research study on the ‘Complaints made by Women at<br />

Police Stations at Bangalore’ that was submitted by Vimochana – a Forum for Women’s <strong>Rights</strong>,<br />

a NGO based at Bangalore. The objectives of the study were:-<br />

to make an overall assessment of the kind of complaints that are made at police stations by<br />

women;<br />

●<br />

to evaluate the manner in which these complaints are being handled by police personnel;<br />

●<br />

to know the extent of knowledge the complainants have about their legal rights;<br />

●<br />

to ascertain as to who assists the complainants when they lodge their complaints in the<br />

police stations; and<br />

●<br />

to suggest measures that may be adopted within police stations and outside with regard to<br />

improving citizen’s access to FIRs, the procedure of drafting complaints and follow-up on<br />

the investigation and prosecution of complaints.<br />

12.26 For this study, data was collected from two police stations – Jagjeevanram Nagar<br />

and Banaswadi. A total of 264 women complainants were interviewed. In-depth interviews<br />

of police officials across rank in both the police stations were also conducted. Chapter-wise<br />

drafts were submitted by Vimochana from time to time and the <strong>Commission</strong>’s<br />

Secretariat gave its comments on them. The organisation is in the process of writing the<br />

final report.<br />

H] A Study to Assess the Degree of Realization of Economic,<br />

Social and Cultural <strong>Rights</strong> in India.<br />

12.27 The <strong>Commission</strong> had entrusted a study that will assess the human rights situation in<br />

India with particular reference to economic, social and cultural rights to a Pune based NGO, the<br />

<strong>National</strong> Centre for Advocacy Studies (NCAS).<br />

12.28 The study was conducted in three states of India: Maharashtra, Karnataka and<br />

Chhattisgarh. Field surveys were conducted in one development block of each state. The blocks<br />

were chosen where the majority of the population belonged to the Scheduled Castes and<br />

Scheduled Tribes. The field study focused on<br />
