13.12 This project has not only prepared a small cadre of trainers in Disability and<br />
<strong>Human</strong> <strong>Rights</strong> but has also contributed a learner’s module to facilitate teaching of law from the<br />
disability standpoint.<br />
13.13 In addition, during the period under review, the <strong>Commission</strong> provided Disability input<br />
in a number of programmes offered by Institute of Secretarial Training and Management.<br />
Likewise a series of workshops have been facilitated by the <strong>Commission</strong> to raise awareness<br />
of the disability sector about the procedure of elaborating UN Convention and its importance<br />
in the protection and promotion of rights and dignity of persons with disabilities. These<br />
workshops at Bangalore, Ahmedabad and Delhi have helped the disability sector articulate<br />
their proposals for making the Treaty more realistic in their context. A set of recommendations<br />
emerging out of these workshops has also been communicated to the M/O-SJ&E,<br />
Government of India who is participating actively in the UN Ad Hoc Committee elaborating<br />
the Disability Convention.<br />
13.14 During the period 2004-05, twenty six training programmes were conducted in the<br />
form of workshop/seminar/training courses, on a wide range of human rights issues and<br />
subjects. These programmes were organized in collaboration with State <strong>Human</strong> <strong>Rights</strong><br />
<strong>Commission</strong>, Universities, Institutes, Academies, Law Schools, United <strong>National</strong> High<br />
<strong>Commission</strong> for Refugees, UNICEF and NGOs. Further, the target groups/participants of<br />
these training programmes were Civil Servants, Police Officers, Judicial Officers, Prison<br />
Officers, Lawyers, NGOs, Journalists, Academicians, Teachers and Social Activists.<br />
The above training programmes focus on the issues of <strong>Human</strong> <strong>Rights</strong> Awareness<br />
and Sensitization, <strong>Human</strong> <strong>Rights</strong> Investigations, Legal Literacy, Dalits <strong>Rights</strong><br />
and related issues.<br />
13.15 These training programmes were conducted in four regions i.e. North, East, South and<br />
West of the country. Besides giving financial support, the <strong>Commission</strong> has provided Resource<br />
Persons and <strong>Human</strong> <strong>Rights</strong> Training materials for the training programmes.<br />
13.16 Three in-house training programmes were also conducted for officers and staff of<br />
the <strong>Commission</strong>, so as to orient them to human rights principles, philosophy, practices,<br />
values and culture, necessary to deal with matters handled by them in the<br />
<strong>Commission</strong>. United Nations agencies like, UNHCR, UNICEF arranged day long briefing<br />
session for our officials, to specially focus on issues of Refugees and Child<br />
<strong>Rights</strong>, respectively.<br />
13.17 Officials of the Investigation and Law Division were also deputed to undergo training<br />
courses and seminars conducted by <strong>National</strong> Institutes and reputed agencies on the subjects of<br />
