To assess the gap between the minimum support needed by PWDs as producers and<br />

consumers with what is being provided presently.<br />

To recommend steps to bridge the gap through better utilization of existing schemes,<br />

introduce new schemes (if needed), utilize the community resources and individual<br />

professional skills.<br />

12.44 The final report has been received. In the light of the objectives of the project, the report<br />

is being examined.<br />

O] A Study on Efficacy of District Level Mechanism for Securing<br />

the <strong>Rights</strong> and Entitlements of People with Disabilities as<br />

Guaranteed in the <strong>National</strong> Trust Act, 1999.<br />

12.45 The <strong>Commission</strong> and <strong>National</strong> Trust for the Welfare of Persons with Autism, Cerebral<br />

Palsy, Mental Retardation and Multiple Disabilities jointly took up the above research study.<br />

The objectives of the study are to find out:<br />

The factors that facilitate the implementation of a national level policy at the district level.<br />

●<br />

The factors that impede the successful implementation of a national level policy for the<br />

district level.<br />

●<br />

The linkages between different level/tiers of service and care providers.<br />

●<br />

The strategies of reaching the unreached.<br />

●<br />

The barriers that impede integration.<br />

●<br />

The strategies to utilize limited resources.<br />

●<br />

Ways and means of putting disability issues higher on the district magistrates lists of<br />

priorities.<br />

12.46 The study proposes to cover 15 districts in different states and is presently underway.<br />
