National Action Plan is to be implemented in a time-bound manner so as to ensure eradication
of manual scavenging by 2007. The pace of progress has however been slow. It was observed
that as per the discussion, following actions are to be taken expeditiously for timely
implementation of the National Action Plan:-
i) Survey of manual scavengers is to be conducted in a time-bound manner;
ii) The scheme of ILCS is to be modified urgently to make suitable provision for providing
funds to the State for conducting surveys;
iii) The Employment of Manual Scavengers and Construction of Dry Latrines Act. 1993 to
be transferred from Ministry of Urban Development to Ministry of UEPA;
