D] Library<br />

18.12 The Library of the <strong>Commission</strong> is meant for research and reference purposes, primarily<br />

by those working in the <strong>Commission</strong>. It is increasingly, however, also being used by Interns,<br />

Research scholars, and others working in the field of human rights. The staff of the library<br />

maintain liaison with almost all of the libraries in New Delhi through inter-library loan facilities<br />

and also institutional membership of DELNET and British Council Library. At present, the<br />

library has 11,147 books, 35 journals and subscribes to 24 magazines and 25 newspapers<br />

(including 4 regional newspapers). The library has an extensive collection of books, journals<br />

and reports covering a wide spectrum of <strong>Human</strong> <strong>Rights</strong> related subjects, Supreme Court<br />

Judgements and Digests. Project reports on different topics prepared by Interns are also available<br />

in the library. A list of books added in the library is also compiled and circulated to the officials<br />

from time to time. During the year 2004-2005, the library added 922 new books on <strong>Human</strong><br />

<strong>Rights</strong>, or having relevance to human rights to the titles that it had acquired in earlier years. The<br />

library is also equipped with SCC online and Library Management System (Software package<br />

developed by the Computer Cell, NIC).<br />

E] Manavadhikar Bhavan<br />

18.13 The <strong>Commission</strong> has been desirous of having its own office building commensurate<br />

with its status as an independent and autonomous <strong>National</strong> <strong>Human</strong> <strong>Rights</strong> Institution. Towards<br />

this end, the <strong>Commission</strong> would now have its own office building, ‘Manavadhikar Bhavan’<br />

constructed in the space allotted in Block ‘C’ of the office complex premises in INA area. A sum<br />

of Rs. 2.88 crores have so far been released to the Ministry of Urban Development/CPW towards<br />

construction of the building from Plan funds. In addition, a sum of Rs. 62 lakhs have also been<br />

released to them from Non-Plan funds for the cost of land and construction of boundary wall.<br />

Although it is more than two years since a block has been allotted to NHRC for construction of<br />

the Bhavan, the Ministry of Urban Development is yet to obtain necessary clearances from<br />

various authorities thereby leading to delay in commencement of the construction work. The<br />

<strong>Commission</strong> has been expressing its concern about the undue delay in the starting of the<br />

construction of the building. The <strong>Commission</strong> urges the Ministry of Urban Development to take<br />

up the construction of the building without any further delay.<br />
