Regarding Prevention of Atrocities Against<br />

Scheduled Castes<br />

Dear Minister,<br />

The <strong>National</strong> <strong>Human</strong> <strong>Rights</strong> <strong>Commission</strong> has been deeply concerned about the human rights<br />

violations faced by persons belonging to the Scheduled Castes.<br />

Despite elaborate provisions in the Constitution and other laws, it is an unfortunate reality that<br />

social injustice and exploitation of Scheduled Castes and Scheduled Tribes and other weaker<br />

sections persist. Atrocities against persons belonging to these groups appear in the Press and the<br />

frequency with which they occur is a cause for disquiet. The humiliation which persons belong<br />

to the Scheduled Castes in general and the Dalits in particular suffer even today, more than half<br />

a century after India proclaimed itself to be a Republic, is a matter of shame.<br />

The <strong>Commission</strong>, therefore, requested Shri K.B.Saxena, a retired IAS officer, to go into the entire<br />

gamut of issues related to atrocities against the Scheduled Castes and submit a report. He has since<br />

submitted a comprehensive and detailed report, which has been considered by the <strong>Commission</strong>.<br />

In the <strong>Report</strong> there are a number of useful recommendations to prevent atrocities against Scheduled<br />

Castes (page 203-265). The <strong>Commission</strong> commends them for your consideration and further<br />

action. I am also separately writing to the Chief Ministers of all States and Union Territories with<br />

a request to initiate appropriate action in this regard.<br />

Many of the recommendations relate to Union Ministries and other Central agencies. A co-ordinated<br />

effort by different arms of the Centre will help ensure that persons belonging to the Scheduled Castes<br />

lead a life of dignity and enjoy the full range of human rights, just as other sections of the society.<br />
