by unscrupulous elements, the State Governments/Union Territories should evolve a<br />
mechanism towards that end and to prepare a computerized list of such widows and<br />
children who were victims of tsunami disaster which would help the authorities to<br />
guard against their exploitation.<br />
11.8 The <strong>Commission</strong> called for responses from the Secretary, Ministry of Home Affairs,<br />
Chief Secretaries of the Governments of Andhra Pradesh, Kerala and Tamil Nadu as also the<br />
Administrators, Andaman & Nicobar Islands and Pondicherry. Responses were received by the<br />
<strong>Commission</strong> from the Government of Andhra Pradesh, Administrator, Andaman Nicobar Islands,<br />
Government of Kerala, Administrator UT of Pondicherry, the Ministry of Home Affairs, besides<br />
an interim reply from the Government of Tamil Nadu.<br />
11.9 The <strong>Commission</strong> also received several petitions from various individuals/NGOs alleging<br />
(a) eviction of fishermen from coastal areas by the State Government of Tamil Nadu in the name<br />
of rehabilitation and thus endangering their livelihood, and (b) discrimination against dalits in<br />
distribution of relief and rehabilitation works by the Administration. Response in the matter was<br />
called for from the Government of Tamil Nadu, which is still awaited.<br />
b] Monitoring of Cyclone Reconstruction Work in Orissa<br />
11.10 The <strong>Commission</strong> continued to monitor the implementation of its recommendations relating<br />
to Cyclone Reconstruction Work in Orissa references to which can be found in previous reports<br />
of the <strong>Commission</strong>. The State Government has been very regular in sending quarterly progress<br />
reports to the <strong>Commission</strong> in this connection. Following progress has been registered during the<br />
year 2004-05:<br />
1. Construction of Multipurpose Cyclone Shelters - Out of 40 MCSs to be installed with the<br />
World Bank assistance, construction of 32 has been completed. The construction of 8 is in<br />
progress. However, there has been no further progress on construction of the 60 MCSs<br />
taken up with the Chief Minister’s Relief Fund (CRMF) after the completion of construction<br />
of 57 MCSs was reported and finds mention in the last report.<br />
2. Construction of School Buildings - As per the revised programme, 5798 Primary School<br />
and 1170 High School Buildings were required to be constructed. The construction of<br />
5645 Primary and 1046 High School buildings was completed till 31-03-2004. In the<br />
period of this report, the number of completed Primary School Buildings and High<br />
School Buildings has gone upto 5724 and 1118, respectively. Construction of 50 Primary<br />
School and 34 High school buildings is in progress.<br />
3. Operationalization of ICDS Projects - All the 41 ICDS projects including 27 sanctioned<br />
in the wake of the super-cyclone have been operationalised.<br />
