Pursuant to your Order for Examination for Competency to Continue Legal Proceedings and<br />

capability <strong>of</strong> conducting a legal defense without counsel, the following report is prepared. Mr.<br />

Haeg was evaluated as an outpatient in the psychological testing area at API. The warnings<br />

concerning limited confidentiality, and the fact that copies <strong>of</strong> my report would be distributed by<br />

your chambers was explained to Mr. Haeg. The defendant consented to participate in the<br />

examination.<br />

IDENTIFYING DATA: Mr. Haeg is a 40-year-old Caucasian male who lives near Soldotna. He<br />

has worked for more than 20 years as a hunting guide. He is married, has children and completed<br />

high school.<br />

PERTINENT HISTORY: Mr. Haeg has been charged with 11 counts <strong>of</strong> violating state game<br />

regulation, and is in the process <strong>of</strong> appealing the court's earlier decision regarding these charges.<br />

CURRENT PSYCHIATRIC CONDITION: Mr. Haeg does not have a mental disease or defect,<br />

has not been prescribed medications to treat a mental health condition, and is not receiving<br />

mental health therapy at this time.<br />

ISSUES RELATED TO COMPETENCY TO STAND TRIAL: Mr. Haeg was interviewed<br />

extensively regarding his knowledge <strong>of</strong> the charges against him, his perception <strong>of</strong> the seriousness<br />

<strong>of</strong> those charges, his understanding <strong>of</strong> possible legal alternatives available to him, and his<br />

understanding <strong>of</strong> the process involved with this court case. He was able to exhibit a very clear<br />

understanding <strong>of</strong> not only the charges against him, but <strong>of</strong> the various legal alternatives that he<br />

could select from. He is also able to present a logical argument for self representation, and is<br />

cognizant <strong>of</strong> the challenges that he may face in doing so. He did state that he has begun to look<br />

for legal consultation, and presented arguments in regards to pitfalls <strong>of</strong> utilizing a lawyer who<br />

actively practices in <strong>Alaska</strong> at this time. His mental status examination does not suggest any<br />

deficits in memory, comprehension or reasoning skills. His level <strong>of</strong> intellectual functioning falls<br />

in at least the average range, and may be somewhat higher than average based on his<br />

understanding <strong>of</strong> vocabulary, and ability to reason and comprehend abstract concepts.<br />

It is, therefore, my pr<strong>of</strong>essional opinion that Mr. Haeg may be found Competent to Continue<br />

Legal Proceedings at this time. He also demonstrates the mental capability to conduct his own<br />

defense, and is clearly aware <strong>of</strong> the pros and cons <strong>of</strong> making such a choice.<br />
