Recommendati<strong>on</strong> 4–6C<strong>on</strong>gress should establish an Office of <strong>Ocean</strong> <strong>Policy</strong> to support the Assistant to the President,the Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC), and the President’s Council of Advisors <strong>on</strong> <strong>Ocean</strong> <strong>Policy</strong>. Toprovide staff support immediately, the President should establish an Office of <strong>Ocean</strong> <strong>Policy</strong>through the executive order creating the NOC and the President’s Council of Advisors <strong>on</strong><strong>Ocean</strong> <strong>Policy</strong>.The Office of <strong>Ocean</strong> <strong>Policy</strong> should be:• composed of a small staff that reports to the Assistant to the President.• managed by an executive director resp<strong>on</strong>sible for daily staff activities.Committee <strong>on</strong> <strong>Ocean</strong> Science, Educati<strong>on</strong>, Technology, and Operati<strong>on</strong>sA committee under the Nati<strong>on</strong>al <strong>Ocean</strong> Council will be needed to assume the functi<strong>on</strong>sof the current Nati<strong>on</strong>al <strong>Ocean</strong> Research Leadership Council (NORLC), plus additi<strong>on</strong>alresp<strong>on</strong>sibilities. The NORLC is an important effort at government coordinati<strong>on</strong> in <strong>on</strong>earea. It was established by C<strong>on</strong>gress in 1997 as the decisi<strong>on</strong>-making body for the Nati<strong>on</strong>al<strong>Ocean</strong>ographic Partnership Program (NOPP) to provide coordinati<strong>on</strong> and leadership ofoceanographic research programs <strong>on</strong> the nati<strong>on</strong>al level. In additi<strong>on</strong> to the NORLC, NOPPincludes a Program Office, an <strong>Ocean</strong> Research Advisory Panel, an Interagency WorkingGroup, a Federal <strong>Ocean</strong>ographic Facilities Committee, and an ocean observing office(<strong>Ocean</strong>.US).NOPP has had difficulty fulfilling the original visi<strong>on</strong> of the Nati<strong>on</strong>al <strong>Ocean</strong>ographicPartnership Act, due largely to the NORLC’s lack of authority to ensure active participati<strong>on</strong>by federal agencies. By placing the NORLC under the Nati<strong>on</strong>al <strong>Ocean</strong> Council,renaming it as the Committee <strong>on</strong> <strong>Ocean</strong> Science, Educati<strong>on</strong>, Technology, and Operati<strong>on</strong>s(COSETO), and broadening its resp<strong>on</strong>sibilities to include coordinati<strong>on</strong>, planning, andoversight of operati<strong>on</strong>al programs and educati<strong>on</strong> activities in additi<strong>on</strong> to research, it willbecome more visible and more effective.Because the Office of Science and Technology <strong>Policy</strong> (OSTP) plays an important rolein government-wide science and technology issues, it is logical for OSTP to work closelywith the Nati<strong>on</strong>al <strong>Ocean</strong> Council <strong>on</strong> these issues. In particular, a str<strong>on</strong>g c<strong>on</strong>necti<strong>on</strong> betweenOSTP and COSETO will be essential for providing coordinated, high-level advice to thePresident. The tasks of the existing <strong>Joint</strong> Subcommittee <strong>on</strong> <strong>Ocean</strong>s under the Nati<strong>on</strong>alScience and Technology Council, which focus <strong>on</strong> coordinati<strong>on</strong> of ocean science and technologyissues in the executive branch, would be appropriately subsumed by COSETO.Recommendati<strong>on</strong> 4–7C<strong>on</strong>gress, working with the Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC), should amend the Nati<strong>on</strong>al<strong>Ocean</strong>ographic Partnership Act to integrate ocean observing, operati<strong>on</strong>s, and educati<strong>on</strong>into its marine research missi<strong>on</strong>. A strengthened and enhanced Nati<strong>on</strong>al <strong>Ocean</strong> ResearchLeadership Council (NORLC) should be redesignated as the Committee <strong>on</strong> <strong>Ocean</strong> Science,Educati<strong>on</strong>, Technology, and Operati<strong>on</strong>s (COSETO), under the oversight of the NOC.In particular, amendments to the Nati<strong>on</strong>al <strong>Ocean</strong>ographic Partnership Act should specify thatthe newly-named COSETO:• reports to the NOC.• is chaired by the director of the Office of Science and Technology <strong>Policy</strong> to ensure appropriatelinks to government-wide science and technology policy and equity am<strong>on</strong>g participatingfederal agencies.• includes in its mandate coordinati<strong>on</strong> and planning of federal marine facilities and operati<strong>on</strong>s,federal oversight of the Integrated <strong>Ocean</strong> Observing System, and coordinati<strong>on</strong> ofocean-related educati<strong>on</strong> efforts, in additi<strong>on</strong> to its existing research resp<strong>on</strong>sibilities.• includes existing NORLC members plus the director of the Nati<strong>on</strong>al Institute ofEnvir<strong>on</strong>mental Health Sciences at the Nati<strong>on</strong>al Institutes of Health, the assistant82 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
