state, and port levels; resolving financial protecti<strong>on</strong>, liability, and compensati<strong>on</strong> issues;and deciding whether potential places of refuge should be designated in advance. There isa broad c<strong>on</strong>sensus that c<strong>on</strong>tingency plans should: allow for c<strong>on</strong>sistent implementati<strong>on</strong> atthe nati<strong>on</strong>al, regi<strong>on</strong>al, and port levels; provide specific directi<strong>on</strong> <strong>on</strong> how to receive and actup<strong>on</strong> requests for assistance in a timely and coordinated manner; and establish clear linesof authority and resp<strong>on</strong>sibility for deciding whether to grant a ship’s request for refuge.Recommendati<strong>on</strong> 16–11The U.S. Coast Guard, working with the spill resp<strong>on</strong>se and marine salvage communities,should develop comprehensive policy guidance and c<strong>on</strong>tingency plans for places of refuge inthe United States. The plans should clearly delineate decisi<strong>on</strong>-making authorities and resp<strong>on</strong>sibilitiesand provide for coordinated and timely assessments and resp<strong>on</strong>ses to vessels seeking aplace of refuge.Oil from Recreati<strong>on</strong>al VesselsThe milli<strong>on</strong>s of recreati<strong>on</strong>al vessels and pers<strong>on</strong>al watercraft with two-stroke outboardmotors are estimated to be a substantial source of petroleum c<strong>on</strong>taminati<strong>on</strong> in U.S. waters,although the true magnitude of the problem remains unclear. The Nati<strong>on</strong>al ResearchCouncil has estimated that two-stroke outboard motors may release anywhere between0.6 and 2.5 milli<strong>on</strong> gall<strong>on</strong>s of oil and gasoline into U.S. coastal waters every year. 42Petroleum products also spill into coastal waters when boaters are refueling.Most of the approximately ten milli<strong>on</strong> gasoline-fueled recreati<strong>on</strong>al motorboats andpers<strong>on</strong>al watercraft have older two-stroke engines that will c<strong>on</strong>tinue to discharge air andwater pollutants until they are retired. Acti<strong>on</strong>s to reduce air pollutants from recreati<strong>on</strong>alvessel engines (discussed above), including upgrades for two-stroke engines, replacementwith four-stroke engines, owner incentives, and general boater educati<strong>on</strong>, will also reducedischarges of oil, gasoline, and fuel additives.Innovative programs can also help to reduce the impacts of other types of oil releasesresulting from small vessel operati<strong>on</strong>s. For example, the state of Texas, participating ports,the private sector, and local governments, have c<strong>on</strong>structed fixed and mobile bilge waterreclamati<strong>on</strong> facilities for commercial fishing vessels and recreati<strong>on</strong>al vessels to use for disposalof oily bilge water. The service is provided at no cost to the vessel owners and the oilis recycled. The program, started in 1996, is rapidly expanding and is reported to havecollected over 500,000 gall<strong>on</strong>s of used oil and more than 600,000 gall<strong>on</strong>s of c<strong>on</strong>taminatedwater. 43 The federal government can encourage such innovative programs by collectingand disseminating informati<strong>on</strong> <strong>on</strong> successful efforts and providing partial support.Recommendati<strong>on</strong> 16–12The Nati<strong>on</strong>al <strong>Ocean</strong> Council should coordinate federal agency efforts to reduce the release ofair and oil pollutants from small vessel operati<strong>on</strong>s through a combinati<strong>on</strong> of outreach andeducati<strong>on</strong>, development of incentives to encourage early replacement of older two-strokeengines, and support for innovative pilot programs at the federal, state, and local levels.Increasing Knowledge to Guide ChangeA comm<strong>on</strong> theme in any polluti<strong>on</strong> preventi<strong>on</strong> strategy is the need to acquire a betterunderstanding of the impacts of various forms of polluti<strong>on</strong> and the potential for new c<strong>on</strong>troltechnologies. Research can help identify the degree of harm represented by differenthuman activities and can assist in prioritizing limited resources to address the most significantthreats.
