By passingan organic act for NOAA that includes educati<strong>on</strong> as part of the agency’s charge, as recommendedin Chapter 7, C<strong>on</strong>gress can encourage these positive developments.Funding and AssessmentIn additi<strong>on</strong> to the functi<strong>on</strong>s of <strong>Ocean</strong>.ED outlined above, the office, working through theNati<strong>on</strong>al <strong>Ocean</strong> Council process, should help ensure that adequate funding is availableto carry out ocean-related educati<strong>on</strong> programs and activities. It is also important for theoffice to work with the educati<strong>on</strong> community to develop a process for periodically assessingand evaluating ocean educati<strong>on</strong> efforts.Sustained Support for <strong>Ocean</strong> Educati<strong>on</strong>Adequate funding will be needed to meet the goals outlined in this chapter, but it isparticularly important that funding for ocean-related educati<strong>on</strong> be sustained over time(for periods of at least five years) to allow programs to become established, produceresults, and identify potential n<strong>on</strong>federal funding sources. C<strong>on</strong>tinuity of funding ensuresthat successful educati<strong>on</strong> efforts can be c<strong>on</strong>tinued, expanded, and replicated. Dedicated,secure, sustained sources of support for formal and informal ocean educati<strong>on</strong> efforts areneeded. Such funding could be distributed through the existing NOPP funding process.Evaluati<strong>on</strong> and Assessment of <strong>Ocean</strong> Educati<strong>on</strong> EffortsIf ocean-based K–12, informal, and professi<strong>on</strong>al development programs are to serve as thebasis for enhancing ocean awareness and increasing knowledge am<strong>on</strong>g students, educators,and the public, it will be critical to determine the effectiveness of these programs.For professi<strong>on</strong>al development efforts, accurate, properly c<strong>on</strong>ducted evaluati<strong>on</strong> and assessmentis vital to know how to modify existing programs and establish effective new effortsthat provide educators with a productive and valuable experience. Likewise, identificati<strong>on</strong>and evaluati<strong>on</strong> of best practices for incorporating ocean-based c<strong>on</strong>cepts into K–12 andteacher preparati<strong>on</strong> coursework will help ensure c<strong>on</strong>tinual improvement. Assessmentmechanisms are needed to determine whether ocean-based coursework and programs areenhancing students’ academic achievement and to promote materials and programs thatprovide the most enriching learning experiences.Evaluati<strong>on</strong> and assessment mechanisms are also critical to determining whether publiceducati<strong>on</strong> programs have been effective at delivering their messages. This informati<strong>on</strong>,combined with data <strong>on</strong> the state of public knowledge, provides the basis for programdevelopment and modificati<strong>on</strong>.Recommendati<strong>on</strong> 8–3The Nati<strong>on</strong>al <strong>Ocean</strong>ic and Atmospheric Administrati<strong>on</strong>, Nati<strong>on</strong>al Science Foundati<strong>on</strong>, Officeof Naval Research, and Nati<strong>on</strong>al Aer<strong>on</strong>autics and Space Administrati<strong>on</strong> should strengthentheir support of both formal and informal ocean-related educati<strong>on</strong>, including appropriateevaluati<strong>on</strong>s of these efforts.In particular, these agencies should:• develop, with assistance from <strong>Ocean</strong>.ED, a cooperative system of dedicated, sustained,multi-agency funding for formal and informal ocean educati<strong>on</strong>. This funding should beexplicitly linked to the nati<strong>on</strong>al ocean educati<strong>on</strong> plan.• provide support for development and implementati<strong>on</strong> of ocean-related educati<strong>on</strong>materials and activities with a requirement that evaluati<strong>on</strong> mechanisms be included asa comp<strong>on</strong>ent of every program.128 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
