L.106–457; 33 U.S.C. §§ 2901 et seq.), includes theUSACE, NOAA, EPA, USFWS, and USDA. TheEHRC is required to develop a strategy for restoringestuaries, and published a final strategy for restoringestuaries in thirty states and U.S. territories inDecember 2002. The GLFC coordinates fisheriesresearch, implements programs to c<strong>on</strong>trol the invasivesea lamprey, and facilitates cooperative fisherymanagement am<strong>on</strong>g state, provincial, tribal, and federalmanagement agencies.Web: .Gulf States Marine Fisheries <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>In 1949, five states bordering the Gulf of Mexico(AL, FL, LA, MS, and TX) formed the Gulf StatesMarine Fisheries <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> (GSMFC), a c<strong>on</strong>gressi<strong>on</strong>ally-charteredinterstate compact agency. TheGSMFC assists in managing and c<strong>on</strong>serving coastalfishery resources in state waters through the developmentof interjurisdicti<strong>on</strong>al fishery management plansthat rely <strong>on</strong> state authorities for implementati<strong>on</strong>, andcoordinates state and federal programs regardingmarine fisheries resources. The GSMFC’s other programareas are data collecti<strong>on</strong>, habitat c<strong>on</strong>servati<strong>on</strong>,and sport fish restorati<strong>on</strong>.Web: .<strong>Joint</strong> Subcommittee <strong>on</strong> AquacultureEstablished by the Nati<strong>on</strong>al Aquaculture Act of 1980(Pub. L. 96–362; 16 U.S.C. §§ 2801 et seq.), the <strong>Joint</strong>Subcommittee <strong>on</strong> Aquaculture (JSA) operates underthe aegis of the Nati<strong>on</strong>al Science and TechnologyCouncil of the Office of Science and Technology<strong>Policy</strong> in the Executive Office of the President. TheSubcommittee reviews nati<strong>on</strong>al needs related toaquaculture, assesses the effectiveness of federalefforts, and recommends acti<strong>on</strong>s <strong>on</strong> aquacultureissues. The Secretary of Agriculture is the permanentchair of the JSA. L. 92–522; 16 U.S.C. §§ 1401 et seq.) to provideindependent oversight of the marine mammalc<strong>on</strong>servati<strong>on</strong> policies and programs carried out byfederal regulatory agencies. The MMC is chargedwith developing, reviewing, and making recommendati<strong>on</strong>s<strong>on</strong> domestic and internati<strong>on</strong>al acti<strong>on</strong>s andpolicies of all federal agencies with respect to marinemammal protecti<strong>on</strong> and c<strong>on</strong>servati<strong>on</strong> and with carryingout a research program.
