Recommendati<strong>on</strong> 26–12The Nati<strong>on</strong>al <strong>Ocean</strong> Council should oversee coordinati<strong>on</strong> of the Integrated <strong>Ocean</strong> ObservingSystem with other existing and planned terrestrial, watershed, atmospheric, and biologicalobservati<strong>on</strong> and informati<strong>on</strong> collecti<strong>on</strong> systems, with the ultimate goal of developing anati<strong>on</strong>al Earth Observing System.Recommendati<strong>on</strong> 26–13The Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC) should promote internati<strong>on</strong>al coordinati<strong>on</strong> and capacitybuilding in the field of global ocean observati<strong>on</strong>s.Specifically, the NOC should:• lead the interagency implementati<strong>on</strong> of the 2003 Declarati<strong>on</strong> <strong>on</strong> Earth Observing.• encourage and support developing nati<strong>on</strong>s’ participati<strong>on</strong> in the Global <strong>Ocean</strong> ObservingSystem.• c<strong>on</strong>tinue to advocate full, open, and meaningful data access policies and c<strong>on</strong>tributetechnological expertise to ensure access by all participants.Chapter 27: Enhancing <strong>Ocean</strong> Infrastructure and Technology DevelopmentRecommendati<strong>on</strong> 27–1The Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC) should develop a nati<strong>on</strong>al ocean and coastal infrastructureand technology strategy, including detailed plans for funding and implementati<strong>on</strong>, to supportscience, resource management, assessments, enforcement, and educati<strong>on</strong>. The strategyshould guide agency plans for facility c<strong>on</strong>structi<strong>on</strong>, upgrading, or c<strong>on</strong>solidati<strong>on</strong> and for newtechnology development.In particular, the nati<strong>on</strong>al strategy should:• be developed through the NOC’s Committee <strong>on</strong> <strong>Ocean</strong> Science, Educati<strong>on</strong>, Technology,and Operati<strong>on</strong>s.• set specific priorities for acquiring and upgrading ocean and coastal infrastructure,including vessels, facilities, instrumentati<strong>on</strong>, and equipment.• build <strong>on</strong> the existing capabilities of federal, state, academic, and private entities.• identify emerging technologies that should be incorporated into agency operati<strong>on</strong>s.• promote internati<strong>on</strong>al partnerships to deploy and share major oceanographic assets.Recommendati<strong>on</strong> 27–2The Nati<strong>on</strong>al <strong>Ocean</strong>ic and Atmospheric Administrati<strong>on</strong> should establish an Office ofTechnology Transfer with resp<strong>on</strong>sibility for expediting the transiti<strong>on</strong> of proven ocean-relatedtechnologies into operati<strong>on</strong>al applicati<strong>on</strong>s. This office should work closely with the Nati<strong>on</strong>alScience Foundati<strong>on</strong>, the U.S. Navy, the Nati<strong>on</strong>al Aer<strong>on</strong>autics and Space Administrati<strong>on</strong>, academicinstituti<strong>on</strong>s, regi<strong>on</strong>al organizati<strong>on</strong>s, and private industry to achieve its missi<strong>on</strong>.Recommendati<strong>on</strong> 27–3The Nati<strong>on</strong>al <strong>Ocean</strong> Council should undertake an assessment of U.S. ocean and coastalinfrastructure and technology every five years. These assessments should account for all federal,state, academic, and private assets and should be used to create and update a nati<strong>on</strong>alfacilities database.The assessments should build <strong>on</strong> this <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g>’s efforts (Appendix 5), including informati<strong>on</strong><strong>on</strong>:• the locati<strong>on</strong>, ownership, availability, remaining service life, and replacement cost for awide range of ocean infrastructure assets.• maintenance and operati<strong>on</strong>al costs associated with these assets.• associated human resource needs.• the outcomes of past federal investments in ocean technology and infrastructure, withrecommendati<strong>on</strong>s for improvements.518 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
