Recommendati<strong>on</strong> 8–4<strong>Ocean</strong>.ED should develop a framework for evaluating the effectiveness of ocean-related educati<strong>on</strong>programs, ocean-based K–12 professi<strong>on</strong>al development programs, best practices forincorporating ocean-based examples into K–12 educati<strong>on</strong>, and public educati<strong>on</strong> programs.Linking the Research and Educati<strong>on</strong> CommunitiesCollaborati<strong>on</strong> between the research and educati<strong>on</strong> communities must be improved ifocean-based informati<strong>on</strong>, including ocean data and new discoveries, is to be transformedinto exciting and accessible materials to stimulate student achievement and enhancepublic awareness. Some efforts do exist to make these c<strong>on</strong>necti<strong>on</strong>s, most notably throughthe COSEE and Sea Grant programs.Centers for <strong>Ocean</strong> Sciences Educati<strong>on</strong> ExcellenceThe COSEE network includes regi<strong>on</strong>al centers and a central coordinating office that workto integrate oceanographic data and informati<strong>on</strong> into high-quality curricular materials,provide ocean scientists with opportunities to learn more about educati<strong>on</strong>al needs andrequirements, provide K–12 teachers with the knowledge and skills they need to effectivelyincorporate ocean-related informati<strong>on</strong> into their less<strong>on</strong>s, and deliver ocean-relatedinformati<strong>on</strong> to the public.Though recognized as a model for enhancing educati<strong>on</strong> and bringing accessibleocean-related informati<strong>on</strong> to the public, COSEE currently has <strong>on</strong>ly seven regi<strong>on</strong>al centers,each serving a limited number of schools in its area. The program does not have the levelof committed, l<strong>on</strong>g-term support required to fully realize its potential.While COSEE is currently an NSF program, placing it within the Nati<strong>on</strong>al <strong>Ocean</strong>Council structure as a NOPP program would enable the other NOPP agencies to moreeasily support it, capitalizing <strong>on</strong> the tremendous potential to enhance and expand theprogram. The placement of COSEE within NOPP should not alter the relati<strong>on</strong>ships establishedbetween the central coordinating office and the regi<strong>on</strong>al centers, or am<strong>on</strong>g theregi<strong>on</strong>al centers and their partners. Before COSEE is expanded significantly in scale andscope, its regi<strong>on</strong>al centers need to be evaluated to ensure that they are all addressingeducati<strong>on</strong>al needs effectively.Recommendati<strong>on</strong> 8–5The Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC), working with the Nati<strong>on</strong>al Science Foundati<strong>on</strong>, shouldplace the Centers for <strong>Ocean</strong> Sciences Educati<strong>on</strong> Excellence (COSEE) within the NOC structureas a program to be organized and overseen through <strong>Ocean</strong>.ED. The NOC should also work toexpand the COSEE program.Expansi<strong>on</strong> of COSEE should include:• tripling the number of regi<strong>on</strong>al centers to twenty-<strong>on</strong>e, with each center receiving at least$1.5 milli<strong>on</strong> a year for an initial five year period.• expanding the reach of each center bey<strong>on</strong>d its immediate participants.• identifying models for successful partnerships between scientists and K–12 teachers.• devising strategies to incorporate the expertise of university science educati<strong>on</strong> specialists.• implementing professi<strong>on</strong>al development programs for K–12 teachers and universityresearch professors.The Nati<strong>on</strong>al Sea Grant College ProgramThe Sea Grant Program was created by C<strong>on</strong>gress in 1966. Sea Grant sp<strong>on</strong>sors research,educati<strong>on</strong>, outreach, and technology transfer through a partnership between the nati<strong>on</strong>’suniversities and NOAA.
