Chapter 29: Advancing Internati<strong>on</strong>al <strong>Ocean</strong> Science and <strong>Policy</strong>Recommendati<strong>on</strong> 29–1The United States should accede to the United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> the Law of the Sea.Recommendati<strong>on</strong> 29–2The Nati<strong>on</strong>al <strong>Ocean</strong> Council should coordinate an expedited review and analysis of theocean-related comp<strong>on</strong>ents of the United Nati<strong>on</strong>s C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Biological Diversity andrecommend to the U.S. Department of State whether, from an ocean perspective, ratificati<strong>on</strong>of this treaty would be beneficial to U.S. interests.Recommendati<strong>on</strong> 29–3The Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC) should establish and oversee an interagency committee tosupport the development and implementati<strong>on</strong> of ocean-related internati<strong>on</strong>al policy.The internati<strong>on</strong>al committee of the NOC should:• be chaired by the U.S. Department of State.• make recommendati<strong>on</strong>s to the Assistant to the President, the Secretary of State, andother agency heads as appropriate, <strong>on</strong> internati<strong>on</strong>al ocean policy.• assess the implementati<strong>on</strong> status of ocean-related treaties to which the United Statesis a party and recommend appropriate acti<strong>on</strong>s and funding required to fulfill U.S. treatyobligati<strong>on</strong>s.• provide technical assistance to the NOC <strong>on</strong> internati<strong>on</strong>al ocean issues.Recommendati<strong>on</strong> 29–4The Nati<strong>on</strong>al <strong>Ocean</strong> Council should assess emerging internati<strong>on</strong>al ocean-related managementchallenges and make recommendati<strong>on</strong>s for either incorporating these activities under existingmanagement regimes or developing appropriate new <strong>on</strong>es. The U.S. Department of Stateshould work with the internati<strong>on</strong>al community to implement these recommendati<strong>on</strong>s.Recommendati<strong>on</strong> 29–5The U.S. Department of State should improve its integrati<strong>on</strong> of ocean-related scientificexpertise in policy and program development and implementati<strong>on</strong>.These improvements can be accomplished by:• c<strong>on</strong>ducting State Department staff training about the relevance of scientific c<strong>on</strong>siderati<strong>on</strong>sto internati<strong>on</strong>al ocean policy.• increasing scientific support throughout the department to address current and emergingocean-related issues, particularly through the use of borrowed pers<strong>on</strong>nel from resourceagencies or academic instituti<strong>on</strong>s.• creating mechanisms to facilitate input from the scientific community <strong>on</strong> complex oceanrelatedissues.Recommendati<strong>on</strong> 29–6The United States should c<strong>on</strong>tinue to participate in and support major internati<strong>on</strong>al oceanscience organizati<strong>on</strong>s and programs.Recommendati<strong>on</strong> 29–7The U.S. Department of State should offer str<strong>on</strong>g support for U.S. scientists c<strong>on</strong>ductingresearch programs around the world. Existing internati<strong>on</strong>al partnerships should be strengthenedand new partnerships promoted to facilitate the c<strong>on</strong>duct of internati<strong>on</strong>al research.CHAPTER 31: SUMMARY OF RECOMMENDATIONS521
