The NOC should provideadditi<strong>on</strong>al guidance c<strong>on</strong>cerning granting mechanisms.The NOC guidance should:• require agencies to provide multi-year (greater than five-year) funding opportunities inadditi<strong>on</strong> to traditi<strong>on</strong>al grant mechanisms.• reiterate the importance of balancing basic and applied research projects and promotethe transiti<strong>on</strong> of basic research results to applied uses.• require a system of independent review for all grant applicati<strong>on</strong>s, including those fromfederal laboratories.• incorporate the science needs and priorities of local, state, regi<strong>on</strong>al, and nati<strong>on</strong>al managers,working with the regi<strong>on</strong>al ocean informati<strong>on</strong> programs.Recommendati<strong>on</strong> 25–6The Nati<strong>on</strong>al <strong>Ocean</strong>ic and Atmospheric Administrati<strong>on</strong> and the Nati<strong>on</strong>al Science Foundati<strong>on</strong>should lead an expanded nati<strong>on</strong>al ocean explorati<strong>on</strong> program, with additi<strong>on</strong>al involvementfrom the U.S. Geological Survey and the U.S. Navy’s Office of Naval Research. Public outreachand educati<strong>on</strong> should be integral comp<strong>on</strong>ents of the program.Recommendati<strong>on</strong> 25–7The Federal Geographic Data Committee (FGDC) should coordinate federal ocean and coastalmapping and charting activities with the goal of creating standardized, easily accessible nati<strong>on</strong>almaps. These maps should be able to incorporate living and n<strong>on</strong>living marine resource dataal<strong>on</strong>g with bathymetry, topography, and other natural features, and should provide seamlessdata across the shoreline, coastal z<strong>on</strong>e, nearshore areas, and open ocean waters.To accomplish these goals, the FGDC should:• coordinate an interagency budget strategy to accelerate the completi<strong>on</strong> of mappingpriorities throughout coastal areas, the exclusive ec<strong>on</strong>omic z<strong>on</strong>e, and c<strong>on</strong>tinental shelf.• establish and maintain a Web-accessible registry that allows federal agencies to coordinatemapping and charting missi<strong>on</strong>s.CHAPTER 31: SUMMARY OF RECOMMENDATIONS515
