Short TitleThis Act may be cited as the “<strong>Ocean</strong>s Act of 2000.”Be it enacted by the Senate and House of Representatives of theUnited States of America in C<strong>on</strong>gress assembled,Public Law 106–256, as amendedSecti<strong>on</strong> 2. Purpose and ObjectivesThe purpose of this Act is to establish a commissi<strong>on</strong> to make recommendati<strong>on</strong>s for coordinated andcomprehensive nati<strong>on</strong>al ocean policy that will promote—(1) the protecti<strong>on</strong> of life and property against natural and manmade hazards;(2) resp<strong>on</strong>sible stewardship, including use, of fishery resources and other ocean and coastalresources;(3) the protecti<strong>on</strong> of the marine envir<strong>on</strong>ment and preventi<strong>on</strong> of marine polluti<strong>on</strong>;(4) the enhancement of marine-related commerce and transportati<strong>on</strong>, the resoluti<strong>on</strong> of c<strong>on</strong>flictsam<strong>on</strong>g users of the marine envir<strong>on</strong>ment, and the engagement of the private sector in innovativeapproaches for sustainable use of living marine resources and resp<strong>on</strong>sible use of n<strong>on</strong>living marineresources;(5) the expansi<strong>on</strong> of human knowledge of the marine envir<strong>on</strong>ment including the role of theoceans in climate and global envir<strong>on</strong>mental change and the advancement of educati<strong>on</strong> and training infields related to ocean and coastal activities;(6) the c<strong>on</strong>tinued investment in and development and improvement of the capabilities,performance, use, and efficiency of technologies for use in ocean and coastal activities, includinginvestments and technologies designed to promote nati<strong>on</strong>al energy and food security;(7) close cooperati<strong>on</strong> am<strong>on</strong>g all government agencies and departments and the private sector toensure—(A) coherent and c<strong>on</strong>sistent regulati<strong>on</strong> and management of ocean and coastal activities;(B) availability and appropriate allocati<strong>on</strong> of Federal funding, pers<strong>on</strong>nel, facilities, andequipment for such activities;(C) cost-effective and efficient operati<strong>on</strong> of Federal departments, agencies, andprograms involved in ocean and coastal activities; and(D) enhancement of partnerships with State and local governments with respect toocean and coastal activities, including the management of ocean and coastal resources andidentificati<strong>on</strong> of appropriate opportunities for policy-making and decisi<strong>on</strong>-making at the Stateand local level; and(8) the preservati<strong>on</strong> of the role of the United States as a leader in ocean and coastal activities,and, when it is in the nati<strong>on</strong>al interest, the cooperati<strong>on</strong> by the United States with other nati<strong>on</strong>s andinternati<strong>on</strong>al organizati<strong>on</strong>s in ocean and coastal activities.A 2A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
