Chapter 8: Promoting Lifel<strong>on</strong>g <strong>Ocean</strong> Educati<strong>on</strong>Recommendati<strong>on</strong> 8–1C<strong>on</strong>gress should amend the Nati<strong>on</strong>al <strong>Ocean</strong>ographic Partnership Act to add a nati<strong>on</strong>al oceaneducati<strong>on</strong> office (<strong>Ocean</strong>.ED) with resp<strong>on</strong>sibility for strengthening ocean-related educati<strong>on</strong>and coordinating federal educati<strong>on</strong> efforts.In particular, <strong>Ocean</strong>.ED should:• develop a nati<strong>on</strong>al strategy for enhancing educati<strong>on</strong>al achievement in natural and socialsciences and increasing ocean awareness, including promoti<strong>on</strong> of programs that transcendthe traditi<strong>on</strong>al missi<strong>on</strong> boundaries of individual agencies.• develop a medium-term (five-year) nati<strong>on</strong>al plan for ocean-related K–12 and informaleducati<strong>on</strong>, working with federal, state, and n<strong>on</strong>governmental educati<strong>on</strong> entities.• coordinate and integrate all federal ocean-related educati<strong>on</strong> activities and investments.• establish links am<strong>on</strong>g federal efforts, state and local educati<strong>on</strong> authorities, informaleducati<strong>on</strong> facilities and programs, instituti<strong>on</strong>s of higher learning, and private-sectoreducati<strong>on</strong> initiatives, and strengthen existing partnerships.• report to the Nati<strong>on</strong>al <strong>Ocean</strong> Council’s Committee <strong>on</strong> <strong>Ocean</strong> Science, Educati<strong>on</strong>,Technology, and Operati<strong>on</strong>s.Recommendati<strong>on</strong> 8–2C<strong>on</strong>gress should provide funding for <strong>Ocean</strong>.ED operati<strong>on</strong>s and program implementati<strong>on</strong> asa line item in the Nati<strong>on</strong>al <strong>Ocean</strong>ic and Atmospheric Administrati<strong>on</strong> (NOAA) budget, to bespent at the directi<strong>on</strong> of the Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC). NOAA should develop a streamlinedprocess for distributing <strong>Ocean</strong>.ED funds to other federal and n<strong>on</strong>federal entities based<strong>on</strong> the NOC-approved plan.Recommendati<strong>on</strong> 8–3The Nati<strong>on</strong>al <strong>Ocean</strong>ic and Atmospheric Administrati<strong>on</strong>, Nati<strong>on</strong>al Science Foundati<strong>on</strong>, Officeof Naval Research, and Nati<strong>on</strong>al Aer<strong>on</strong>autics and Space Administrati<strong>on</strong> should strengthentheir support of both formal and informal ocean-related educati<strong>on</strong>, including appropriateevaluati<strong>on</strong>s of these efforts.In particular, these agencies should:• develop, with assistance from <strong>Ocean</strong>.ED, a cooperative system of dedicated, sustained,multi-agency funding for formal and informal ocean educati<strong>on</strong>. This funding should beexplicitly linked to the nati<strong>on</strong>al ocean educati<strong>on</strong> plan.• provide support for development and implementati<strong>on</strong> of ocean-related educati<strong>on</strong> materialsand activities with a requirement that evaluati<strong>on</strong> mechanisms be included as a comp<strong>on</strong>entof every program.Recommendati<strong>on</strong> 8–4<strong>Ocean</strong>.ED should develop a framework for evaluating the effectiveness of ocean-related educati<strong>on</strong>programs, ocean-based K–12 professi<strong>on</strong>al development programs, best practices forincorporating ocean-based examples into K–12 educati<strong>on</strong>, and public educati<strong>on</strong> programs.Recommendati<strong>on</strong> 8–5The Nati<strong>on</strong>al <strong>Ocean</strong> Council (NOC), working with the Nati<strong>on</strong>al Science Foundati<strong>on</strong>, shouldplace the Centers for <strong>Ocean</strong> Sciences Educati<strong>on</strong> Excellence (COSEE) within the NOC structureas a program to be organized and overseen through <strong>Ocean</strong>.ED. The NOC should also work toexpand the COSEE program.Expansi<strong>on</strong> of COSEE should include:• tripling the number of regi<strong>on</strong>al centers to twenty-<strong>on</strong>e, with each center receiving at least$1.5 milli<strong>on</strong> a year for an initial five year period.486 A N O CEAN B LUEPRINT FOR THE 21ST C ENTURY
