SECTION 4OCEAN AND COASTAL-RELATEDFEDERAL PROGRAMSAtmospheric Depositi<strong>on</strong>M<strong>on</strong>itoring ProgramsNumerous federal agencies, including EPA, NOAA,and a number of agencies within the Departments ofAgriculture, the Interior, and Energy collaborate withdozens of academic, research, industry, and state andlocal government entities in a variety of networksthat m<strong>on</strong>itor the atmospheric depositi<strong>on</strong> of polluti<strong>on</strong>to water bodies. The preeminent nati<strong>on</strong>al depositi<strong>on</strong>m<strong>on</strong>itoring network is the Nati<strong>on</strong>al AtmosphericDepositi<strong>on</strong> Program, which m<strong>on</strong>itors more than 200sites nati<strong>on</strong>wide. It also authorizesEPA to award grants to eligible states, territories,tribes, and local governments to support testing andm<strong>on</strong>itoring of coastal recreati<strong>on</strong>al waters.Web: .See Secti<strong>on</strong> 3 (Federal Laws): Clean Water Act.Clean Water Act—Discharge of Dredgedand Fill Material (Secti<strong>on</strong> 404)EPA and the USACE jointly administer the programcreated by Secti<strong>on</strong> 404 of the Clean Water Act, whichprohibits the discharge of dredged or fill materialinto waters of the United States, including wetlands,without a permit. Such discharges may occur <strong>on</strong>lywhen there is no alternative that is less damaging tothe aquatic envir<strong>on</strong>ment. The applicant must dem<strong>on</strong>strateefforts to avoid and minimize potential adverseimpacts, and, where relevant, must provide compensati<strong>on</strong>for any remaining, unavoidable impactsthrough activities to restore or create wetlands.
