APPENDIX AIn Case of the Removal of the President fromOffice, or of his Death, Resignation, or Inabilityto discharge the Powers and Duties of the saidOffice, the Same shall devolve on the VicePresident, and the Congress may by Lawprovide for the Case of Removal, Death,Resignation or Inability, both of the Presidentand Vice President, declaring what Officershall then act as President, and such Officershall act accordingly, until the Disability beremoved, or a President shall be elected.The President shall, at stated Times, receivefor his Services, a Compensation, which shallneither be encreased nor diminished duringthe Period for which he shall have beenelected, and he shall not receive within thatPeriod any other Emolument from the UnitedStates, or any of them.Before he enter on the Execution of hisOffice, he shall take the following Oath orAffirmation: “I do solemnly swear (or affirm)that I will faithfully execute the Office ofPresident of the United States, and will to thebest of my Ability, preserve, protect and defendthe Constitution of the United States.”Section 2 ■ The President shall be Commanderin Chief of the Army and Navy of theUnited States, and of the Militia of the severalStates, when called into the actual Service ofthe United States; he may require the Opinion,in writing, of the principal Officer in each ofthe executive Departments, upon any Subjectrelating to the Duties of their respectiveOffices, and he shall have Power to grantReprieves and Pardons for Offences againstthe United States, except in Cases ofImpeachment.He shall have Power, by and with the Adviceand Consent of the Senate, to make Treaties,provided two thirds of the Senators presentconcur; and he shall nominate, and by andwith the Advice and Consent of the Senate,shall appoint Ambassadors, other publicMinisters and Consuls, Judges of the supremeCourt, and all other Officers of the UnitedStates, whose Appointments are not hereinotherwise provided for, and which shall beestablished by Law: but the Congress may byLaw vest the Appointment of such inferiorOfficers, as they think proper, in the Presidentalone, in the Courts of Law, or in the Heads ofDepartments. The President shall have Powerto fill up all Vacancies that may happen duringthe Recess of the Senate, by granting Commissionswhich shall expire at the End oftheir next Session.Section 3 ■ He shall from time to time giveto the Congress Information of the State of theUnion, and recommend to their Considerationsuch Measures as he shall judge necessary andexpedient; he may, on extraordinary Occasions,convene both Houses, or either of them,and in Case of Disagreement between them,with Respect to the Time of Adjournment, hemay adjourn them to such Time as he shallthink proper; he shall receive Ambassadorsand other public Ministers; he shall take Carethat the Laws be faithfully executed, and shallCommission all the Officers of the UnitedStates.Section 4 ■ The President, Vice Presidentand all civil Officers of the United States,shall be removed from Office on Impeachmentfor, and Conviction of, Treason, Bribery,or other high Crimes and Misdemeanors.ARTICLE IIISection 1 ■ The judicial Power of the UnitedStates, shall be vested in one supreme Court,and in such inferior Courts as the Congressmay from time to time ordain and establish.The Judges, both of the supreme and inferiorCourts, shall hold their Offices during good800 Appendix A
