Behaviour, and shall, at stated Times, receivefor their Services, a Compensation, whichshall not be diminished during theirContinuance in Office.Section 2 ■ The judicial Power shall extendto all Cases, in Law and Equity, arising underthis Constitution, the Laws of the United States,and Treaties made, or which shall be made,under their Authority; to all Cases affectingAmbassadors, other public Ministers andConsuls; to all Cases of admiralty and maritimeJurisdiction;—to Controversies to which theUnited States shall be a Party;—to Controversiesbetween two or more States; between aState and Citizens of another State;—betweenCitizens of different States, between Citizens ofthe same State claiming Lands under Grants ofdifferent States, and between a State, or theCitizens thereof, and foreign States, Citizens orSubjects.In all Cases affecting Ambassadors, otherpublic Ministers and Consuls, and those inwhich a State shall be Party, the supremeCourt shall have original Jurisdiction. In allthe other Cases before mentioned, the supremeCourt shall have appellate Jurisdiction, both asto Law and Fact, with such Exceptions, andunder such Regulations as the Congress shallmake.The Trial of all Crimes, except in Cases ofImpeachment, shall be by Jury; and such Trialshall be held in the State where the saidCrimes shall have been committed; but whennot committed within any State, the Trial shallbe at such Place or Places as the Congressmay by Law have directed.Section 3 ■ Treason against the UnitedStates, shall consist only in levying Waragainst them, or in adhering to their Enemies,giving them Aid and Comfort. No Person shallbe convicted of Treason unless on theTestimony of two Witnesses to the same overtAct, or on Confession in open Court.The Congress shall have Power to declare thePunishment of Treason, but no Attainder ofTreason shall work Corruption of Blood, orForfeiture except during the Life of the Personattainted.ARTICLE IVSection 1 ■ Full Faith and Credit shall begiven in each State to the public Acts,Records, and judicial Proceedings of everyother State. And the Congress may by generalLaws prescribe the Manner in which suchActs, Records and Proceedings shall beproved, and the Effect thereof.Section 2 ■ The Citizens of each State shallbe entitled to all Privileges and Immunities ofCitizens in the several States.A Person charged in any State with Treason,Felony, or other Crime, who shall flee fromJustice, and be found in another State, shall onDemand of the executive Authority of theState from which he fled, be delivered up, tobe removed to the State having Jurisdiction ofthe Crime.No Person held to Service or Labour in oneState, under the Laws thereof, escaping intoanother, shall, in Consequence of any Law orRegulation therein, be discharged from suchService or Labour, but shall be delivered upon Claim of the Party to whom such Serviceor Labour may be due.Section 3 ■ New States may be admitted bythe Congress into this Union; but no new Stateshall be formed or erected within the Jurisdictionof any other State; nor any State beformed by the Junction of two or more States,or Parts of States, without the Consent of theAPPENDIX AAppendix A 801
