APPENDIX ASection 2 ■ This article shall be inoperativeunless it shall have been ratified as an amendmentto the Constitution by the legislatures ofthree-fourths of the several States within sevenyears from the date of its submission to theStates by the Congress.Amendment XXIIISection 1 ■ The District constituting theseat of Government of the United States shallappoint in such manner as Congress maydirect:A number of electors of President and VicePresident equal to the whole number of Senatorsand Representatives in Congress to whichthe District would be entitled if it were a State,but in no event more than the least populousState; they shall be in addition to thoseappointed by the States, but they shall be considered,for the purposes of the election ofPresident and Vice President, to be electorsappointed by a State; and they shall meet inthe District and perform such duties as providedby the twelfth article of amendment.Section 2 ■ The Congress shall havepower to enforce this article by appropriatelegislation.Amendment XXIVSection 1 ■ The right of citizens of theUnited States to vote in any primary or otherelection for President or Vice President, forelectors for President or Vice President, or forSenator or Representative in Congress, shallnot be denied or abridged by the United Statesor any State by reason of failure to pay polltax or other tax.Section 2 ■ The Congress shall havepower to enforce this article by appropriatelegislation.Amendment XXVSection 1 ■ In case of the removal of thePresident from office or of his death or resignation,the Vice President shall becomePresident.Section 2 ■ Whenever there is a vacancy inthe office of the Vice President, the Presidentshall nominate a Vice President who shall takeoffice upon confirmation by a majority vote ofboth Houses of Congress.Section 3 ■ Whenever the President transmitsto the President pro tempore of theSenate and the Speaker of the House ofRepresentatives his written declaration thathe is unable to discharge the powers and dutiesof his office, and until he transmits to thema written declaration to the contrary, suchpowers and duties shall be discharged by theVice President as Acting President.Section 4 ■ Whenever the Vice Presidentand a majority of either the principal officersof the executive departments or of such otherbody as Congress may by law provide, transmitto the President pro tempore of the Senateand the Speaker of the House of Representativestheir written declaration that the Presidentis unable to discharge the powers andduties of his office, the Vice President shallimmediately assume the powers and duties ofthe office as Acting President.Thereafter, when the President transmits to thePresident pro tempore of the Senate and theSpeaker of the House of Representatives his808 Appendix A
