APPENDIX AAmendment XVSection 1 ■ The right of citizens of theUnited States to vote shall not be denied orabridged by the United States or by any Stateon account of race, color, or previous conditionof servitude.Section 2 ■ The Congress shall have thepower to enforce this article by appropriatelegislation.Amendment XVIThe Congress shall have power to lay andcollect taxes on incomes, from whateversource derived, without apportionment amongthe several States, and without regard to anycensus or enumeration.Amendment XVIIThe Senate of the United States shall becomposed of two Senators from each State,elected by the people thereof, for six years;and each Senator shall have one vote. Theelectors in each State shall have the qualificationsrequisite for electors of the mostnumerous branch of the State legislatures.When vacancies happen in the representationof any State in the Senate, the executiveauthority of such State shall issue writs ofelection to fill such vacancies: Provided, Thatthe legislature of any State may empower theexecutive thereof to make temporary appointmentsuntil the people fill the vacancies byelection as the legislature may direct.This amendment shall not be so construed asto affect the election or term of any Senatorchosen before it becomes valid as part of theConstitution.Amendment XVIIISection 1 ■ After one year from the ratificationof this article the manufacture, sale, ortransportation of intoxicating liquors within,the importation thereof into, or the exportationthereof from the United States and all territorysubject to the jurisdiction thereof for beveragepurposes is hereby prohibited.Section 2 ■ The Congress and the severalStates shall have concurrent power to enforcethis article by appropriate legislation.Section 3 ■ This article shall be inoperativeunless it shall have been ratified as an amendmentto the Constitution by the legislatures ofthe several States, as provided in the Constitution,within seven years from the date ofthe submission hereof to the States by theCongress.Amendment XIXThe right of citizens of the United States tovote shall not be denied or abridged by theUnited States or by any State on account ofsex. Congress shall have power to enforce thisarticle by appropriate legislation.Amendment XXSection 1 ■ The terms of the President andthe Vice President shall end at noon on the20th day of January, and the terms of Senatorsand Representatives at noon on the 3d day ofJanuary, of the years in which such termswould have ended if this article had not beenratified; and the terms of their successors shallthen begin.806 Appendix A
