Scenario Reliability Self-AssessmentsThe programs and tools for promoting energy saving are the following: 81For residential customers1. Energy Wise home diagnostic2. Recyc-Frigo (old refrigerator recycling)3. Electronic thermostats4. Energy Star qualified appliances5. Lighting6. Pool-filter timers7. Energy Star windows and patio doors8. Rénoclimat renovating grant9. Geothermal energyFor business customers – small and medium power users1. Empower program for buildings optimization2. Empower program for industrial systems3. Efficient products program4. Traffic light optimization program5. Energy Wise diagnosticFor business customers – large power users1. Building initiatives program2. Industrial analysis and demonstration program3. Plant retrofit program4. Industrial initiatives programGenerationIn Québec, all the resources to be put on line are renewable resources (wind power, biomass andhydroelectric power). Therefore, the renewable resources integration scenario is identical to theNERC Long-Term Reliability Assessment 2009 assessment. In order to go ahead, our hydroelectric development projects must fulfill three criteria. Theymust be:1. profitable;2. environmentally acceptable;3. favorably received by the host communities.Hydropower facilities with reservoirs offer unique operational flexibility in that they can respondimmediately to fluctuating demand for electricity. Hydropower’s flexibility and storage capacitymake it the most efficient and cost-effective way to support the deployment of intermittentrenewable resources such as wind power. Wind is variable, partly unpredictable and isimpossible to store. Alone, it cannot ensure electrical service at the exact time consumer needsare felt. Integration of wind energy involves the use of supply sides resources to serve load notserved by wind generation and to maintain bulk power supply security. Wind power is thencombined with other electricity generating resources. They must be brought on line according towind availability and must be flexible so that output can be quickly adjusted to wind generation.81 Programs characteristics (in English) can be found at this website address:http://www.hydroquebec.com/energywise/index.html2009 Scenario Reliability Assessment Page 109
