Parkinson's arrival at <strong>GP</strong>-B ushered in a 16-year period of flight hardware development that will be described inmore detail in the next few sections. The Calder-Jones independent report to NASA, pages 31-32, makes thefollowing comments about Parkinson's tenure as Program Manager:Professor Parkinson's tenure turned out to be one of the most influential and productivetimes of <strong>GP</strong>-B. Significant strides were made and a very high precedence was set despite thefact that some tremendous obstacles needed to be overcome. Again, technologically <strong>GP</strong>-B isan extremely difficult program; however, the [challenges] associated with ProfessorParkinson's tenure [extended far] beyond technical hurdles. It was under his purview thatLockheed Martin (LM) was selected as the subcontractor to help build and integrate thepayload and later selected again to build the spacecraft. Therefore, all original contractnegotiations between the university prime and their private-industry subcontractor wereperformed under his guidance.(See Section 6.8 <strong>Gravity</strong> <strong>Probe</strong> B: A Management Study for more information about the Calder-Jones <strong>Report</strong> toNASA.)To round out the new <strong>GP</strong>-B senior management team, Daniel DeBra continued as a Co-PI from the Aero-AstroDepartment, as did William Fairbank in the Physics Department, until his death in 1989. Furthermore, physicsProfessor John Turneaure was promoted to Hardware Manager (and two years later, he also became a Co-PI).In addition, after Farnsworth's move to HEPL, Tom Langenstein was hired as <strong>GP</strong>-B's new Deputy ProgramManager, with responsibility for the NASA contract, the Lockheed Martin subcontract, and resources. A full<strong>GP</strong>-B senior management team was now in place.
