The efforts in relief aid and subsequent developmentin the drought devastated Sahel concentrated on the (semi-)sedentarisationof the nomad population and their reconversion into agro-pastoralists. Mostdevelopment experts at the time were convinced that pastoral overproduction ofanimals and subsequent overgrazing were the root cause of the drought. Agriculturewould be the solution against future overgrazing and halt the subsequentdesertification. It remains to be seen how far these settlement schemes andagricultural projects in the Niger Bend in the 1970s were part of the cause of thedrought of the 1980s. Be that as it may, horticulture and agriculture, and theconsumption of vegetables, were successfully introduced among the Kel Tamasheq.Ironically enough however, Acherif ag Mohamed's plea for horticulturalprojects in the Adagh was not heeded at all, as the Traoré Regime probablyremembered the agricultural échec of the 1960s.
