This series includes incoming <strong>and</strong> outgoing telegrams, chiefly from<br />

American legations in Bern <strong>and</strong> Stockholm <strong>and</strong> the Secretary of State,<br />

Washington, DC, detailing the <strong>complex</strong> negotiations leading to the early<br />

release <strong>and</strong> transport of Mauthausen <strong>and</strong> other <strong>concentration</strong> <strong>camp</strong> inmates.<br />

III.22 <strong>Records</strong> of the War Refugee Board (WRB)<br />

The WRB was established in January 1944 to develop plans for rescuing <strong>and</strong><br />

temporarily relocating victims of aggression by the Axis Powers. Textual<br />

records of the WRB include Correspondence of Roswell D. McClell<strong>and</strong>,<br />

WRB representative in Bern, Switzerl<strong>and</strong>. Researchers are directed to this<br />

series for further documentation on food relief <strong>and</strong> early evacuation oper­<br />

ations from Mauthausen <strong>and</strong> other German­controlled <strong>concentration</strong><br />

<strong>camp</strong>s. WRB textual records are in the custody of the Franklin D. Roosevelt<br />

III.23 The OSS was established under the Joint Chiefs of Staff in June 1942<br />

to conduct overt <strong>and</strong> covert intelligence operations in support of the war<br />

against the Axis Powers. It was charged with collecting <strong>and</strong> analyzing raw<br />

intelligence, disseminating finished intelligence to appropriate government<br />
