Incident Command System (ICS)<br />

ICS provides flexibility and span of control to assign<br />

ESFs and other stakeholder resources according to<br />

their capabilities to augment and support the response<br />

and early stages of recovery.<br />

Joint Field Office (JFO)<br />

The JFO is a temporary Federal multi-agency<br />

coordination center established locally. It facilitates<br />

the domestic incident management responsibilities of<br />

the Secretary of Homeland Security (HLS), providing<br />

the structure at the local level to bring Federal entities<br />

operating under their independent authorities<br />

together. The JFO provides field-level coordination<br />

for the full range of complex and constantly changing<br />

requirements in anticipation of or in response to<br />

threats or acts of terrorism, major disasters and other<br />

emergencies, including initial coordination for longterm<br />

community recovery and mitigation activities.<br />

State Emergency Operations Center<br />

(SEOC)<br />

Also further discussed in the State Emergency<br />

Operations Center (SEOC) and Emergency Support<br />

Functions (ESFs) sections of this <strong>Manual</strong>, the SEOC<br />

– staffed with <strong>GOHSEP</strong> employees and State agency<br />

representatives – ensures that necessary personnel<br />

and resources are available to appropriately respond<br />

to an event. The SEOC provides situational awareness<br />

to the Unified Command Group (UCG) — the decision<br />

making mechanism for incident response — and<br />

coordinates timely assistance in support of local<br />

and State stakeholders during natural and manmade<br />

crises.<br />
