Prepare + Prevent + Respond + Recover + mitigate<br />

State<br />

The State is responsible for:<br />

• Overseeing and maintaining the State<br />

emergency management process in order to<br />

facilitate the IMAC process.<br />

• Keeping an updated Parish authorized<br />

representative list.<br />

By executing an IMAC request, the authorized<br />

representatives from both the assisting and requesting<br />

Parish, in effect, enter into a contract to provide and<br />

reimburse for services to be rendered under the IMAC.<br />

Reimbursement<br />

An IMAC response cannot<br />

depend on assistance that<br />

may result from a State or<br />

Federal disaster declaration.<br />

With a letter to the requesting<br />

Parish, assisting Parishes may<br />

provide mutual aid. There<br />

are several reasons an<br />

assisting Parish might not<br />

qualify for reimbursement.<br />

For example:<br />

• Parishes must be careful how they document.<br />

All reimbursements must be<br />

supported by documentation.<br />

Reimbursement is not available if<br />

the assisting Parish documented its<br />

help as a donation or assumed any<br />

costs providing IMAC assistance.<br />

Assisting Parishes that self deploy<br />

are not eligible for reimbursement.<br />

Documentation must include a formal<br />

request from a requesting Parish.<br />

• Worker compensation claims or death<br />

benefits to injured Parish responders are<br />

not reimbursable, other than the portion of<br />

the responder’s agreed upon daily cost rate<br />

ordinarily attributable to “benefits”.<br />

• Reimbursement is not allowed in duplication<br />

of other payments or insurance proceeds.<br />

• Costs must be eligible to be reimbursed.<br />

Ineligible costs include the value of volunteer<br />

labor or paid labor provided at no cost,<br />

administration of IMAC resources and training<br />

exercises or on-the-job training.<br />

• It is important to remember that a receiving<br />

Parish must have a formal declaration of<br />

emergency in place in order for the assisting<br />

Parish to be reimbursed.<br />

If your Parish is providing<br />

assistance, it is important to<br />

remember that if you request<br />

reimbursement, reimbursement<br />

depends, in part, on a formal<br />

emergency declaration in place<br />

before an IMAC is engaged.<br />
