The SEOC is activated at the discretion of the Director of<br />

<strong>GOHSEP</strong> for an incident or when an incident is imminent.<br />

It has been activated for an array of events including:<br />

disasters, response to inclement weather, to support<br />

security details, hazardous materials incidents and<br />

multi-jurisdictional law enforcement operations. The<br />

SEOC monitors major evacuation routes and Louisiana’s<br />

critical infrastructure through sophisticated on-site<br />

video monitoring equipment. The SEOC is equipped with<br />

communications, mapping and intelligence gathering<br />

technology designed to increase situational awareness<br />

and facilitate information dissemination. All SEOC systems<br />

have built in redundancy to ensure uninterrupted<br />

service to the citizens of Louisiana.<br />

State Unified command<br />

Group (UCG)<br />

The State Unified Command Group (UCG) – as defined<br />

in Louisiana Revised Statute (LRS) Title 29: 725.6 – is III<br />

the strategic decision-making body for emergencies.<br />

The UCG is comprised of members appointed by<br />

and coordinated approach to emergency<br />

incident management, enabling<br />

institutions, governing authorities and<br />

Emergency Action Levels<br />

(EALs)<br />

Emergency Action Levels (EALs) have been established<br />

to provide a general indicator of the level of seriousness<br />

of an incident and related guidance for response and<br />

protective actions. EALs ensure emergency response<br />

forces have a common basis on which to implement<br />

actions necessary to appropriately handle a situation.<br />

Procedures are on file in the SEOC. The four (4) required<br />
