2.4 Interoperability<br />

The National Strategy for Homeland Security and the Louisiana Homeland Security Strategy<br />

identify emergency preparedness and response as critical missions. A major initiative in<br />

both strategies is to enable seamless communication among all responders to an event or<br />

emergency and to improve information sharing and systems.<br />

INTEROPERABILITY<br />

PLANNING<br />

To improve public safety communications<br />

in Louisiana both during a crisis and on a<br />

daily basis, the Statewide Interoperability<br />

Executive Committee (SIEC) developed<br />

the Louisiana Statewide Communications<br />

Interoperability Plan (Plan) and continues to<br />

update it annually.<br />

The Plan outlines a clear mission and<br />

specific goals to achieve statewide public<br />

safety communications and interoperability.<br />

It envisions infrastructure, governance,<br />

standard operating procedures,<br />

technology, training and exercises to<br />

support a statewide communications<br />

system. The system is to be accessible<br />

to all State and local first responders<br />

with capacity and capability to transmit<br />

emergency communications across the<br />

spectrum from daily usage to a surge during<br />

an unknown catastrophic event.<br />

SIEC<br />

The SIEC is comprised of:<br />

• Representatives from each of<br />

the nine (9) <strong>GOHSEP</strong> Regions in<br />

Louisiana.<br />

• Key State agencies.<br />

• Representatives from all first<br />

responder disciplines.<br />

The Plan receives input from:<br />

• Local + Tribal authorities.<br />

• State agencies.<br />
