HOW TO APPLY<br />

HUD notifies eligible governments they must<br />

develop and submit an Action Plan for Disaster<br />

Recovery (Action Plan) before receiving CDBG disaster<br />

recovery grants. The Action Plan must describe the<br />

needs, strategies and projected uses of disaster<br />

recovery funds.<br />

The Guide to National Objectives and Eligible Activities<br />

for State CDBG Programs is designed to make the<br />

program’s requirements easier to understand and allow<br />

participants to take full advantage of the program’s<br />

flexibility. The guide can be found online at portal.<br />

Home –<br />

Authorized under Title II of the Cranston-Gonzalez<br />

National Affordable Housing Act, as amended, HOME<br />

provides formula grants to States and localities that<br />

communities use – often in partnership with local<br />

nonprofit groups – to fund a wide range of activities<br />

that build, buy and/or rehabilitate affordable housing<br />

for rent or homeownership or provide direct rental<br />

assistance to low-income people. HOME is the largest<br />

Federal block grant to State and local governments<br />

designed exclusively to create affordable housing for<br />

low-income households.<br />
