Each of these areas of emergency management<br />
are discussed in later sections of this <strong>Manual</strong>.<br />

For additional information on the above grant<br />
programs, see Preparedness (Non-Disaster) Grants<br />
section later in this <strong>Manual</strong>.<br />
The eligible categories for most of the above grants<br />
include management and administration, training,<br />
planning, exercise and equipment. The focus for<br />
Louisiana has been upon enhancing the capabilities<br />
of State and local first responders to prevent and<br />
respond to chemical-, biological-, radiological-,<br />
nuclear- and explosives- (CBRNE-) related incidents as<br />
detailed in the State Homeland Security Strategy.<br />
RESPONSE<br />
Beyond first-responder training before a disaster and<br />
support after a disaster, <strong>GOHSEP</strong> plays a significant role<br />
in the:<br />
• Activation and staffing of the SEOC.<br />
• Preliminary Damage Assessment (PDA)<br />
process.<br />
In addition to the Office’s involvement with<br />
virtualla.la.gov, LouisianaPA.com and WebEOC<br />
(see the Respond and Resources + Tools chapters<br />
later in this <strong>Manual</strong>), <strong>GOHSEP</strong> also hosts the emergency.<br />
LOUISIANA.GOV website, a place where visitors can<br />
find weather alerts, updated information on severe<br />
weather and weather impacts across the State, safety<br />
tips and more. Because emergency.LOUISIANA.GOV is<br />
used primarily during large-scale events, it is updated as<br />
needed, rather than daily.<br />
Since 1990, <strong>GOHSEP</strong> has managed more than 35<br />
Federal disaster declarations and coordinated several<br />
hundred State disaster declarations authorized under the<br />
Governor’s signature. <strong>GOHSEP</strong> also coordinates support<br />
to Applicants of pre- and post-disaster recovery and<br />
mitigation grant funding.<br />
RECOVERY<br />
Today <strong>GOHSEP</strong> is managing the recovery from the<br />
Nation’s most expensive natural disaster to date<br />
(Hurricane Katrina) and nine (9) other major disaster<br />
declarations to include: Hurricanes Rita (1607), Gustav<br />
(1786), Ike (1792) and Isaac (4080); Tropical Storm Lee<br />
(4041); Mississippi River Spring Flooding of 2011 (4015 and<br />
3322), Severe Storms, Tornadoes and Flooding of 2009<br />
