5.5.1 Recovery Support Functions (RSFs)<br />

The Recovery Support Functions (RSFs) are the NDRF’s coordinating structure for functional<br />

areas of recovery support. The objective of the RSFs is to facilitate the identification,<br />

coordination, communication and delivery of Federal assistance needed to supplement<br />

recovery resources and efforts of local, State and Tribal governments.<br />

RSFs involve collaborative partners<br />

not typically found in Emergency<br />

Support Functions (ESFs) but that are<br />

critically needed for disaster recovery.<br />

Coordination through the RSFs encourages<br />

and complements investments and<br />

contributions by the business community, individuals and voluntary faith-based and other<br />

community organizations to accelerate recovery and to maximize the use of public, private<br />

and nonprofit recovery resources that have experience with permanent housing, financing,<br />

economic development, advocacy and more.<br />

RSFs are people you want to<br />

know. They have resources.<br />

The RSF organizational structure identifies a coordinating agency, primary agency and<br />

supporting organizations, with programs relevant to the functional area.<br />

RSFs are activated by the Federal Disaster Recovery Coordinator (FDRC). The RSF structure is<br />

within the Joint Field Office (JFO) and is scalable and adaptable to meet different levels and<br />

types of needs. All RSFs, for example, may not stand up in an individual disaster.<br />
