6.3 FEMA Post-Disaster Hazard Mitigation<br />
Grant Program (HMGP)<br />
The Hazard Mitigation Grant Program<br />
(HMGP) provides grants to State and local<br />
governments to implement long-term hazard<br />
mitigation measures after a major disaster<br />
declaration. The purpose of the HMGP is to<br />
reduce the loss of life and property due to<br />
natural disasters and to enable mitigation<br />
measures to be implemented during<br />
the immediate recovery from a disaster.<br />
Because HMGP is authorized under Section<br />
404 of the Robert T. Stafford Disaster Relief<br />
and Emergency Assistance Act (Stafford Act),<br />
it is sometimes referred to as 404 Mitigation.<br />

HMGP funding is allocated using a sliding<br />
scale formula based on the percentage of<br />
funds spent on FEMA Public Assistance (PA)<br />
and Individual Assistance (IA) programs for<br />
each Presidentially declared disaster. For<br />
States with a FEMA-approved State Hazard<br />
Mitigation Plan (SHMP), the formula provides<br />
15 percent of the first $2 billion of estimated<br />
aggregate amounts of disaster assistance;<br />
10 percent for the next portion of amounts<br />
between $2 billion and $10 billion; and 7.5<br />
percent for the next portion of amounts<br />
between $10 billion and $35.333 billion.<br />
HMGP Funding<br />
formula<br />
FEMA pays up to 75 percent of the eligible<br />
hazard mitigation project costs. Either the<br />
State or Applicant covers the remaining<br />
25 percent, though it need not be in cash.<br />
Eligible in-kind services and materials can<br />
be used.<br />
