5.5 National Disaster Recovery Framework<br />

(NDRF)<br />

The National Disaster Recovery Framework (NDRF) is a<br />

companion document to the National Response Framework<br />

(NRF). It is a new framework – focusing on non-Stafford Act<br />

resources – to coordinate, optimize and expedite recovery<br />

resources to your community. The NRF primarily addresses<br />

the coordination of actions during the response phase of a<br />

disaster. The NDRF focuses on the coordination of actions<br />

necessary to accomplish longer-term recovery.<br />

Opportunity in recovery<br />

The NDRF recognizes that there is opportunity following<br />

disasters for building back safer, stronger, smarter so that<br />

communities are better prepared to face the next disaster.<br />

Across the recovery continuum, the NDRF focuses on<br />

assisting local communities in developing plans and identifying resources to restore, redevelop<br />

and revitalize the health, social, economic, natural and environmental fabric of the community<br />

and build a more resilient Nation.<br />

The NDRF defines how Federal agencies can more effectively organize and operate to best<br />

utilize existing resources to promote effective recoveries. It identifies new coordinating<br />

structures – Recovery Support Functions (RSFs) – for the delivery of Federal and non-Federal<br />

recovery resources to State, Tribal and local jurisdictions.<br />

The NDRF coordinates and leverages existing resources – matching the most appropriate<br />

with recovery needs – to accomplish a single vision for an efficient and successful recovery<br />

across Federal, State, local and Tribal governments with the cooperation and participation of<br />

individuals, Federal, State, private industry and nongovernmental organizations (NGOs).<br />
