Important Terms<br />

First Responder –<br />

Refers to those individuals who in the early stages<br />

of an incident are responsible for the protection<br />

and preservation of life, property, evidence and the<br />

environment; as well as emergency management,<br />

public health, clinical care, public works and other<br />

skilled support personnel, such as equipment<br />

operators, that provide immediate support services<br />

during prevention, response and recovery operations.<br />

Interoperability –<br />

The capability to communicate, execute programs,<br />

or transfer data among various functional units,<br />

it generally refers to multi-jurisdictional and<br />

intergovernmental communications. Interoperability<br />

includes technologies and processes for multijurisdictional<br />

and cross-disciplinary coordination of<br />

existing communications systems and future networks<br />

to assist emergency responders nationwide in<br />

improving communications.<br />

Intrastate Mutual Aid –<br />

Parish-to-parish mutual assistance in the prevention<br />

of, response to, and recovery from an emergency or<br />

disaster. Examples of aid include deploying personnel,<br />

technical assistance and assets (equipment and<br />

materials).<br />

Unified Command Group (UCG) –<br />

The strategic decision-making body for emergencies.<br />

The UCG is comprised of members appointed by<br />

executive order of the Governor. It provides a unified<br />

and coordinated approach to emergency incident<br />

management, enabling institutions and agencies<br />

with different legal, geographic and functional<br />

responsibilities to coordinate, plan and interact<br />

effectively.<br />
