4.3.3 Emergency Management Assistance<br />

Compact (EMAC)<br />

“Immediate access” and “prompt and<br />

effective response” are terms frequently<br />

heard during the response to a disaster. The<br />

reality is that no community, Parish or State<br />

has all of the resources needed to meet<br />

every emergency.<br />

EMAC is a mutual aid<br />

agreement between States.<br />

It is important for local<br />

jurisdictions to know about<br />

this valuable resource since<br />

local jurisdictions benefit.<br />

The Emergency Management Assistance<br />

Compact (EMAC) is a nationally adopted<br />

mutual aid agreement (MAA) that enables<br />

States to share resources during disasters.<br />

Since all disasters are local, knowing about<br />

EMAC and how your Office of Homeland Security and Emergency Preparedness (OHSEP) calls upon<br />

this significant resource is important. EMAC requests must go through <strong>GOHSEP</strong>.<br />

The Difference Between IMAC + EMAC<br />

IMAC is the Intrastate Mutual Aid Compact. Created by an act of the State Legislature<br />

– Louisiana Revised Statute (LRS) 29:739 – it provides the ability for parish-to-parish<br />

assistance when a mutual aid agreement between Parishes is not already in place.<br />

EMAC is an interstate mutual aid compact, providing state-to-state assistance and<br />

requiring an agreement between States.<br />

EMAC is the first national disaster–relief compact since the Civil Defense and Disaster Compact of<br />

1950 to be ratified by Congress. Since ratification and signing into law in 1996 – Public Law (P.L.) 104-<br />

321 – 50 States, the District of Columbia, Puerto Rico, Guam and the U.S. Virgin Islands have enacted<br />

legislation to become EMAC members. EMAC offers assistance during Governor-declared states<br />

of emergency through a responsive, straightforward system that allows States to send personnel,<br />

equipment and commodities to help disaster relief efforts in other States.<br />
