For disasters declared or Federal grants awarded on<br />

or after December 26, 2014, 2 CFR 200 replaces the<br />

Uniform Administrative Requirements of 44 CFR<br />

Part 13 and 2 CFR 215 in addition to the cost principles<br />

of 2 CFR 220, 225 and 230. It also replaces many Office<br />

of Management and Budget (OMB) Circulars.<br />

The methods of procurement FEMA accepts are<br />

micro-purchases (new), small purchases, sealed<br />

bids, competitive proposals and noncompetitive<br />

proposals. When using Federal funds (unless an<br />
